Job description
- The Homeless Program Specialist position is through the American Rescue Plan – Homeless Children and Youth Fund, which expires on September 30, 2024.
- Work alongside the federally mandated State Homeless Program Coordinator to review policies and create procedures to ensure that children and youth experiencing homelessness are able to attend school.
- Responsible for meeting the program goals and objectives identified in the Strategic Plan and American Rescue Plan – Homeless Children and Youth (ARP-HCY) State Plan.
- Utilize data to inform the training and technical assistance provided to school districts and charter networks to support equitable access to public education and related services to children and youth experiencing homelessness.
- Special focus will be on providing training and technical assistance to school districts and charters, who have received the ARP-HCY grant funds have received.
- Local, in-state, and out-of-state travel may be required for this position.
- This position is funded until September 30, 2024.
- Manage the oversight of discretionary grant programs related to homeless special populations
- Review and approve LEA grants applications for the American Rescue Plan – Homeless Children and Youth grant funds
- Complete statewide evaluations of the American Rescue Plan – Homeless Children and Youth grant-funded programs
- Gather valid and comprehensive data on the nature and extent of the problems of homeless children and disconnected youth in gaining access to public education and related services
- Make on-site visits for the delivery of technical assistance or compliance reviews.
- Document on-site visitation and report findings to LEAs or service providers
- Oversee instances of negotiated Corrective Action
- Develop relationships and coordinate with other relevant education, child development, or preschool programs and providers of services to children and youth experiencing homelessness, families experiencing homelessness, and unaccompanied youth experiencing homelessness
- Deliver technical assistance training and group instruction to schools, districts, and other educational agencies in the planning and development, implementation, and evaluation of Arizona's educational programs authorized by Congress under the Every Student Succeeds Act (ESSA) to LEA and charter networks receiving American Rescue Plan – Homeless Children and Youth funds
- Develop and conduct statewide training workshops within a variety of venues
Knowledge:
- Instructional programs and requirements for diverse student populations
- English Language Proficiency (ELP) Standards and Arizona Academic Standards
- Federal and state laws regarding homeless students and youth
- Barriers to equity for homeless and disconnected youth
- Federal and state regulations regarding the administration of federal grants (i.e. USFR, EDGAR, and CFR)
- A Bachelor’s degree in Education or a related field and/or equivalent work experience is required.
- Professional communication skills, both verbal and written
- Critical thinking in determining program efficacy
- Proficient in research methods and data analysis
- Multi-tasking and managing numerous projects while executing project detail
- Competence in administrative techniques, including budgeting, resource allocation, and contract management
- Develop and deliver effective professional learning to educators, both online and in-person
- Intermediate to advanced skill in using Microsoft Outlook, Word, PowerPoint, and Excel
- Exercise initiative, work under stringent deadlines
- Organize, prioritize, and perform multiple tasks
- Independently perform detailed work of a difficult nature with a high degree of accuracy
- Interpret and summarize complex written and oral information, including Federal and state laws
- Respond to data to develop and deliver effective presentations to small and large audiences, both in-person and online platforms
- Effective use of data to provide technical assistance
- Establish and maintain effective working relationships with those contacted in the course of assignments
- Position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
