Summary

This position will serve as the Chief, Total Support Section of the Logistics Management Service (Logistics) at the VAPAHCS. The incumbent will serve as the technical expert in matters concerning materiel management programs. Incumbent manages and supervises Inventory Management; Receiving Logistics and participates fully in all phases of Logistics Distribution Program. He/she will assisting in budgeting, planning, numerous reports, serving as advisor on various Health Care System committees.

This is open to current permanent employees of the Department of Veterans Affairs, CTAP eligible, current permanent federal employees, ICTAP eligible, Schedule A eligible, and other status eligible.

Duties

Duties to include but not limited to the following:

  • Supervises functions to include requisitioning, receiving, storing, issuing and distribution of supplies and equipment. This section is the nerve center in the Health Care System for providing all patient care supplies and equipment.
  • Delegates full authority to organize the section as necessary to best achieve organizational goals.
  • Selects supplies and equipment for purchase, oversees the Section's budget for medical, surgical and office supplies for use throughout the Health Care System (presently at$23M) allocating funds and resources as appropriate;
  • Maintaining proper fiscal controls to ensure availability of supplies while staying within parameters established by management In this role.
  • Expected to establish realistic budget projections
  • Assists the Chief and Deputy Chief, Logistics in staff responsibilities and acts as Staff Advisor to Management on all matters concerning the Total Supply Support Section.
  • Responsible for the development of policies, procedures and education plans and conducting reviews.
  • Must be thoroughly trained in personnel management and must plan and personally conduct a continuous program of training in work principles, work simplification, organization methods, safety and work measurement.
  • Informs subordinate supervisors of changes in programs, goals and policies affecting the operation of the Section.
  • Interviews and selects employees; hears grievances and employee complaints; recommends disciplinary action
  • Prepares and reviews performance appraisals
  • Must maintain close and effective relationships with all elements of Logistics and customer departments.
  • Serves as expert advisor to the Commodities Standardization Committee and will aggressively pursue cost effective product standardization within the facility and, where applicable, within affiliate hospital group.

Location: Palo Alto, CA

Salary: $102,489 - $133,236 per year

Pay Scale & Grade: GS-12

Work Schedule: Monday to Friday 7:00 am to 3:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/04/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a G 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Supervises functions to include requisitioning, receiving, storing, issuing and distribution of supplies and equipment.
  • Selects supplies and equipment for purchase, oversees the Section's budget for medical, surgical and office supplies.
  • Interviews and selects employees; hears grievances and employee complaints; recommends disciplinary action; prepares and reviews performance appraisals.

Physical Requirements: The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as briefcases, notebooks, and data processing reports. Lifting of moderately heavy objects is not normally required. No special physical effort is required to perform the work.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
