Job Summary
The Network Engineer II is responsible for the overall architecture of all networks and design, installation, administration, and optimization of all servers, storage and telecommunications systems in order to achieve the high performance and technology necessary to support the Hospital's strategic goals. The Network Engineer II has a strong understanding of the healthcare business and a detailed understanding of healthcare technologies and assists in the development of long term strategic vision that is used as a context for short-term tactical decisions. The Network Engineer II will also act as an advisor for all hardware, software, telecom and network issues. The Network Engineer II must develop work habits and proper communication skills that reflect the Mission and Philosophy of Memorial Hospital & Health Care Center. Reflects the mission, philosophy, core values, and customer service plan of Memorial Hospital and Health Care Center in action and attitude. All activities are directed at all departments serving all age groups.
Qualifications
Education:
Associates Degree in Computer Sciences or a related field required. A Bachelors degree in Computer Science, Business, or a related field, or progress towards a Bachelors degree is preferred. Intermediate level certification such as MCSA, CCNA, or VCP or comparable required
Training:
Previous technical training required. On the job training with Information Systems will be provided. The individual must adapt quickly and apply learned principles and techniques to complex situations.
Experience:
Four to five years of experience as a Network Engineer, System Engineer, or Telecom Engineer is required. Hospital Experience is preferred.
Performance Requirements
- Performs technical tasks related to the design, implementation, and maintenance of the network, servers, storage, and telecommunication systems of the hospital.
- Manages and provides Tier 3 support for all networking and systems topologies.
- Plans, coordinates, installs, tracks movement, and repairs of all network/systems/telecommunications related equipment, including but not limited to switches, routers, wireless access points, firewalls, servers, storage platforms, and telecommunications. This requires interaction with staff and outside vendors.
- Supports the EMR applications, device settings, and troubleshooting server and network problems.
- Works closely with hospital departments, other information systems technical staff, and vendors in project planning of complex network/systems/telecommunications configurations. Prepares instructions and documentation for installation personnel, oversees the project, and provides status updates to management. Identifies and resolves problems which may impact project results.
- Proactively monitors and analyzes all network/systems/telecommunications data to identify trends and determine ideal solutions. Recommends and implements network/systems/telecommunications configuration changes based on performance needs.
- Develops and maintains documentation of all incidents and procedures on equipment, services performed, and configuration specifications to establish a history and reference source.
- Ensures the Hospital follows all software licensing requirements for all devices and systems.
- Designs, configures, and implements Hospital Backup Strategy for all data.
- Maintains awareness of potential security issues/vulnerabilities, alerts workforce of potential security issues/vulnerabilities, and eliminates or assists in eliminating potential security issues/vulnerabilities in the hospital.
- Applies system security engineering principles to deliver real solutions premeditated to enhance the security position.
- Updates, sustains, and administers a high level of security for in-house security infrastructures
- Develops policies and procedures, and develops comprehensive cyber security processes.
- Manages and partakes in security incident response efforts.
- Supports the installation and configuration of network security architectures.
- Configures Windows and Linux host-based security as well as network and cloud-based security systems.
- Observes and responds to Intrusion Detection System cues and anti-virus alerts.
- Assists Help Desk and Desktop Engineering workforce in supporting their customer's needs.
Secondary Duties:
- Assists other Information Technology workforce with special projects.
- As needed, uses MSWord or Excel to compose memos, letters and reports.
- As required, participates in on-call rotation to assist users with emergency situations.
- Must be able to use the laptop computer to access the system remotely and assess/solve the situation.
- Periodically attends classes, seminars or on-site training to maintain or enhance currently needed skills.
- As required, works weekends for user support or project implementation.
Physical Demands:
Moderate physical effort is required. The incumbent could possibly lift up to a 50 pound piece of equipment. The incumbent may be required to sit for an extended period of time. Consistent operation of a computer will be required.
Special Demands:
Although the position is for day shift, it requires infrequent odd hours. It also will require being on-call. Workload will be varied and irregular in nature, must be able to manage multiple projects at one time. Manages and provides Tier 3 support for all networking/systems topologies. (25%)
- Provides all necessary support for network/systems/telecommunications topologies to the rest of the IT staff members.
- Supports the EMR applications.
- Manages and supports all networking/systems/telecommunications technologies including various EMRs.
- Performs security responsibilities to provide a safe and secure IT infrastructure for the organization. (25%)
- Maintains awareness of potential security issues/vulnerabilities, alerts workforce of potential security issues/vulnerabilities, and eliminates or assists in eliminating potential security issues/vulnerabilities in the hospital.
- Applies system security engineering principles to deliver real solutions premeditated to enhance the security position.
- Update, sustain, and administer a high level of security for in-house security infrastructures.
- Implements and validates Hospital Backup strategy. (10%)
- Verifies automated backups to ensure reliability of Hospital data.
- Conducts reliability testing to ensure accuracy of backups.
- Serves as primary support for all other Hospital Server based systems.
- Works with customers to find and improve areas of the hospital in need of additional networking/systems/telecommunications technologies. (10%)
- Works with other IT workforce to make sure IT needs are being met.
- Participates in budget planning for replacing or adding IT infrastructure related to network, systems, and telecommunications.
5. Performs installation of all networking/systems/telecommunications hardware and software. (10%)
- Maintains inventory of all networking/systems/telecommunications hardware and software.
- Repairs equipment when necessary, if not able to coordinates with external vendor until repair is complete.
Ensures that configuration of Hospital's network/systems/telecommunications systems are optimal. (10%)
- Makes any changes necessary to configure to best practice standards.
- Works with vendors to make sure technologies implemented are configured appropriately.
7. Documents all incidents and their resolutions for Help Desk Technicians and Desktop Engineers to use. (10%)
- Documents and implements procedures for Help Desk Technicians and Desktop Engineers to complete tasks that are completed repeatedly.
