Position Summary

The purpose and mission of the Human Resources Division is to provide the highest quality of service in the areas of Talent Acquisition, Employee Relations, Compensation & Benefits Administration, Performance Management, Record Retention, and Training & Development; by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the residents of Indianapolis and Marion County.

Position is responsible for recruiting and hiring top talent for City Departments, Divisions, and County Agencies and Offices. The incumbent is responsible for the coordination of job postings, including writing job descriptions, active recruitment, community engagement, and employee onboarding. The successful candidate will have excellent communication and relationship-building skills, high attention to detail, and strong ethics, including maintaining confidentiality. Incumbent must value and promote diversity through equitable hiring practices to ensure equitable access to all talent within the department and enterprise. Incumbent must know the knowledge of Human Resources laws and best practices and how they apply to recruitment and selection. Must be self-sufficient and have internal motivation to work independently and on task. Position reports to Manager, Talent Acquisition.

Position Responsibilities

  • Recruits and screens applicants, in order to make qualified applicant referrals to hiring managers
  • Provide support for all third-party administrators (TPA) including account creation, account modification, and troubleshooting for unique or complex issue
  • Facilitates the creation of and communication of the new hire packet and onboarding for all new hires and rehires
  • Delivers new hire paperwork documents to the appropriate business section for processing
  • Attends job fairs both virtually and in person, community events, campus days at universities, and digital forums to actively recruit talent
  • Maintains accurate and timely records, including updates to the online recruitment system on a regular basis to ensure optimal screening of candidates
  • Communicates professionally and positively to internal and external constituents
  • Makes offers to candidates, creates, and sends offer letters, and sends notices to applicants who are not selected for employment
  • Conducts seasonal, intern, part-time, and full-time employee background checks and pre-employment testing for all city departments/county agencies and electronically stores the results in the designated location
  • Responsible for consulting with City and County Hiring Managers to fill exempt, non-exempt, and seasonal positions in a timely manner
  • Maintains consistent communication with Hiring Managers throughout the recruiting and hiring process through all forms of communication
  • Maintains and updates accurate records on shared files with agencies to ensure transparency throughout the hiring process
  • Administer applicant with computerized employment tests (i.e, typing test, numeric test, and alphabetic test)
  • Assists Hiring Managers with writing job descriptions, as necessary
  • Consults with hiring managers to establish a valid selection and hiring process in conjunction with Human Resources management and equitable hiring practices
  • Serves as an ancillary facilitator in meetings with agencies/departments and with HR leadership
  • Advises hiring managers and agency/department leadership on recruitment and talent acquisition strategies in order to attract the most qualified talent
  • Responsible for assisting the Deputy Director and Director of Human Resources with all talent acquisition related activities or functions
  • Assists Human Resources management with the enhancement of recruiting processes, application management, sourcing efficiencies and other special projects as assigned
  • Conducts pre-screening interviews of candidates if management so desires
  • Documents activities and contacts with candidates in order to provide feedback to Human Resources management, hiring managers, and department and agency heads
  • Accesses and uses "E-Verify" to confirm that every person hired by the City and County is authorized by the Department of Homeland Security to work in the United States
  • Conducts Pre-Adverse Action Letter and Adverse Action letter communication with candidates who are not selected due to unfavorable background check results or pre-employment testing
  • Works collaboratively with the compensation and records team, as well as communicates and promotes a team environment within the Human Resources division team
  • Maintains all cloud-based applicant tracking systems and human resource management systems through consistent updates, data purges, and accurate records
  • Must possess excellent customer service and communication skills and be able to provide administrative and operational support to multiple individuals
  • Proficiency in Microsoft Office, Neo-gov (Applicant Tracking System) and PeopleSoft or other cloud-based application management systems experience

Qualifications

High School Diploma is required and two (2) years’ experience in a fast-paced Human Resources or staffing environment with an emphasis on recruiting/employment. Must be a team player and able to communicate with all levels of leadership within the enterprise.

Preferred Job Requirements and Qualifications

Associates Degree and/or Human Resource Certification, multilingual skills, familiarity with employment laws, interviewing techniques, and affirmative action regulations preferred.

1. All employees hired/rehired after to 1/1/2022 have a choice to select the PERF Hybrid plan (3% + Pension) or the INPRS My Choice: Retirement Savings plan (3% + 1% Contribution). The Hybrid plan consists of two components:

Annuity Savings Account (ASA) -This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. You're always vested in your ASA portion - it's always yours.

Pension - The pension portion of the retirement benefit is funded by contributions made by the employer over the course of the employee's career and separate from the annuity savings account. Employees enrolled in the PERF Hybrid plan are eligible for retirement benefits at age sixty-five (65) if they have ten (10) or more years of creditable service. After June 30, 1995, employees may retire at age sixty (60) with at least fifteen (15) years of credible service or if the member's age in years plus the years of credible service equals at least 85 and the member is at least fifty-five (55) years of age. With fifteen (15) or more years of creditable service, the employee may retire as early as age fifty (50) with a reduced pension.

2. Employees hired/rehired by the City and County between 1/1/2017 and 12/31/2021 will be automatically enrolled in the PERF My Choice: Retirement Savings plan. This plan is an annuity savings account (ASA) only plan and does not have a pension component. Any service that an employee has in the My Choice: Retirement Savings Plan will not count toward the service time requirements for pension eligibility in the Hybrid Plan.

With the PERF My Choice: Retirement Savings Plan, the ASA is split up into two parts:

Part one - This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. You're always vested in your ASA portion - it's always yours.

Part two - This consists of an additional variable rate contribution paid by the City toward your ASA. This variable rate contribution is currently 1% of your gross wages. Vesting in the value of the variable rate employer contribution will vary by length of participation. You are:

  • 20 percent vested after 1 full year of participation
  • 40 percent vested after 2 full years of participation
  • 60 percent vested after 3 full years of participation
  • 80 percent vested after 4 full years of participation
  • 100 percent vested after 5 full years of participation

3. All employees hired/rehired prior to 1/1/2017 are grandfathered into PERF Hybrid plan. The Hybrid plan consists of two components:

4. City Employees hired/rehired between 1/1/2017 and 12/31/21 that are members of the City AFSCME labor union can choose to enroll in either the PERF My Choice: Retirement Savings plan or the PERF Hybrid plan. Both plans are described above. Employees have 60 days to choose which option they want, and by state law this cannot be changed. If no choice is made, the employee will then be automatically added to the PERF My Choice: Retirement Savings plan.

The Indiana General Assembly has enacted a provision that allows public employees to make voluntary contributions in addition to the mandatory three percent (3%) contributions. Employees may contribute up to an additional ten- percent (10%) of their compensation per pay period to the annuity savings account. This means that the maximum level of contributions to the annuity savings account under this new provision is thirteen percent (13%) of an employee's compensation per pay period.

Employees who separate from the city within their first ten (10) years of employment need to contact INPRS - PERF regarding their ASA account.
