Cognosante is looking for a motivated, hands-on Technical Manager with strong logic and interpersonal skills who is up for the challenge of joining a high-performing Data Ecosystem (DE) team. As a Technical Manager, you will serve as the primary point of contact with the client’s Technical Staff. The Technical Manager will serve as the technical subject matter expert and Solution Architect over the Contractor’s team implementing the Data Ecosystem. The Technical Manager will lead the strategy and implementation for the end-to-end Data Lake solution by taking into consideration the client’s business case, objectives, requirements, constraints, technology landscape, and technology standards. Key Responsibilities
- Research and evaluate current and future technologies to determine best solution to meet client needs
- Analyze, plan, and develop requirements and standards in reference to the project
- Propose and establish framework for necessary contributions from various stakeholders
- Account for possible project challenges on constraints including risks, time, resources, and scope
- Work closely with project management teams to successfully monitor progress of initiatives and recommend solutions to obstacles
- Provide detailed specifications of proposed solutions
- Define clear goals for all aspects of the project and manager their proper execution
- Update and maintain all production technologies ensuring proper maintenance and installation
Required Qualifications
- Minimum of five (5) years of experience implementing large-scale healthcare IT solutions within environments similar to that of the Medicaid Management Information System (MMIS)
- Five (5) years of experience building and supporting mission critical, multi- tier large scale healthcare applications
- Expert knowledge of the Contractor’s Data Ecosystem Component, having implemented a solution similar to the Data Ecosystem Component in no less than one (1) environment
- Demonstrated experience implementing data management / Data Lake solutions within an integrated environment, employing Service Oriented Architecture (SOA) and intelligent business reporting.
- Shall be familiar with Data Governance concepts like Metadata Management and Master/Reference Data Management
- Extensive experience utilizing SOA patterns, automating business process models, and employing cloud-based services.
- Experience with technical requirements for data classifications and implementing data protection technologies
- Must possess extensive experience developing solutions utilizing an integrated development environment, multi-tier platforms, and employing SOA-with high availability/reliability requirements
- Experience in end-to-end Business Intelligence solutions, understanding of ETL processes, data warehouse principles, data analytics, reporting, and data science.
- Two (2) or more years of experience with Snowflake or Talend implementations

Preferred Qualifications
- Five (5) years of Data Management / Data Lake experience with MMIS data being the prime data source.
- Three (3) or more years of experience with Snowflake implementations for healthcare related projects
- Agile/Scrum Certification
- Lean Six Sigma
Compensation
$125,866.00 - $201,386.00
The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may will be taken into consideration - contract-specific affordability, education, knowledge, skills, competencies and experience.
