Training Officer - Public Assistance Division

Job Location: Chillicothe, Logan or McArthur, OH

Probationary Rate: $15.75

Post Probationary Rate: $16.70

Probationary Period: 180-365 days

Pay Range: $15.75-$23.06

Pay is negotiable based on like work experience and education.


ESSENTIAL FUNCTIONS:

Under direction of Division Manager, assists in maintaining an informed, skilled & competent Public Assistance workforce by training current & newly hired or promoted staff to instruct, correct &/or improve the effectiveness, efficiency, & quality of service provided to the public (e.g.: identifies training needs through supervisory discussion, new hire or promotion, announcement or other information relative to new policy or procedure, case file review &/or Quality Assurance data; researches training topic & locates training materials (e.g.: training scripts, presentations, handouts, desk aids) relative to subject, updating or modifying style & content as necessary to ensure relevance to SCOJFS staff, practices & procedures; provides training in individual or group setting in varied manner most likely to result in high transfer of learning with adult learners (e.g.: classroom, computer lab, lecture, hands-on, etc.); shadows newly hired or promoted staff during training period to monitor & document training progress during the activities & for the lengths of time instructed; provides feedback to trainees regarding their level of success in learning as demonstrated by their ability to retain & apply skills presented; assesses, documents & tracks trainee progress in manner instructed (e.g.: electronic, data-entry, manual), making recommendation to supervisory staff for further training when warranted; updates materials & manuals to ensure content is accurate & current). Develops simple training materials when necessary. Keeps supervisor informed regarding available outside training that may be of benefit to staff & agency operations, including training opportunities for self on adult learning, transfer-of-learning & staff development. Maintains files & records; uses a variety of computer-based systems for record keeping & documentation of efforts.


Participates in agency orientation, general practice & procedures classes for new employees & periodic updates for all staff relative to program &/or areas of responsibility. Works with & makes presentations to other agency departments, the public & community partners to provide general agency or related program, policy or procedure information & training as requested or instructed. Attends meetings, conferences or training as assigned to give & receive information pertaining to program related laws, rules, policies & procedures, & training & development of adult learners; shares information gathered or received with the appropriate agency audience, in the manner best suited to do so, or as instructed.


Performs Quality Assurance (QA) activities for Income Maintenance (e.g.: assists supervisory staff in development & maintenance of effective QA program, completes random sampling of caseload in manner & frequency instructed to determine staff knowledge of program rules, policies & procedures, appropriateness of case actions & causal factors for preventable errors, delays & overpayments; documents findings in electronic method for use in identifying training deficits, training development & management performance evaluation system). Provides reports on work-related topics to management staff in manner & frequency as instructed.


Exhibits regular & predictable attendance.


NON-ESSENTIAL FUNCTIONS:

All other duties as assigned by the Executive Director or designee.


Minimum Qualifications


  • Completion of undergraduate major core coursework in behavioral science or social science or other academic field relevant to client services or in education. Also requires one year of experience in the subject matter for which the applicant will be hired to provide training.

  • Or two courses or twelve months experience in behavioral science, social science or education, two course or twelve months experience in communications, one course or six months experience in techniques of writing, and one course in typing, keyboarding or word processing. Also requires one year of experience in the subject matter for which the applicant will be hired to provide training.

  • Or education, training and/or experience in an amount equal to the Minimum
