Summary of Position
Founded in 1901, ChildCareGroup’s (CCG) mission is to champion a strong early childhood system that teaches children and parents, trains early childhood professionals, and assists families.
The VP of Early Childhood Programs position is responsible for the overall administration of Early Childhood Programs (ECP) at CCG and serves as Early Head Start/Head Start Director. The VP of Early Childhood Programs provides strategic leadership and supervision over the agency’s center-based, home-based and school-based programs and partnerships, ensuring compliance with all program standards and federal, state, and local requirements. The position serves on the Senior Leadership Team and assists with strategic vision and planning for the agency. It is responsible for securing funding through competitive grants from the Office of Head Start and other funders, as appropriate. The VP of Early Childhood Programs supervises the Director of Center Programs, Director of Home-Based Programs, Director of Partnerships, Director of Program Services, Manager of Quality Assurance and Training, and Early Childhood Programs Administrative Assistant. Work is performed under limited direction of the CEO with considerable demand for independent judgment and action.
Responsibilities and Essential Job Functions
Assists in the development, execution and communication of annual strategic plans that support ChildCareGroup’s long-range strategic plans.- Serves on interagency/intra-agency teams and committees to ensure consistent delivery of high quality programs and to assess opportunities to develop or expand programs.
- Develops, implements and monitors program policies and procedures based on Office of Head Start, NAEYC, Parents As Teachers, licensing and other funder regulations, and best program practices.
- Establishes, implements and monitors service delivery and long range plans to meet program goals and objectives.
- Executes new partnerships with complementary agencies for expansion of services and efficiencies.
- Identifies and evaluates potential partnerships for expansion of services, facilities for renovation, compliance with Head Start, licensing and NAEYC standards, physical environment/health and safety criteria, design, etc.
- Oversees development of federal grants to secure or renew funding from the Office of Head Start; assists in other grant and proposal submissions as needed
- Spearheads and monitors public preK classroom policies and procedures based on Texas Education Association regulations and best program practices.
- Facilitates transfer of CCG philosophy and practice to a public preK classroom model and ensures that quality programs are delivered
- Creates and nurtures partnerships to provide preK classrooms for external agencies.
- Tracks child outcomes to evaluate program effectiveness and develops expansion plans as opportunities and funding allow.
- Develops data collection methods and tracks outcomes to assist with quality improvement and alignment with CCG strategic plan, including an annual self-assessment, ongoing monitoring plan, federal reviews, and reports for various funders and auditing groups.
- Oversees the collection of data for child and family outcomes and analyzes information for program improvement, reporting, and strategic planning.
- Promotes a culture of data-driven decision-making and implements programs and systems in response to results of assessments and other data collected
- Participates in coordination of service delivery for activities or events for United Way and other funders that includes site visits at CCG centers.
- Supervises and provides support to the Director of Center Programs, Director of Home-Based Programs, Director of Partnerships, Director of Program Services, Manager of Quality Assurance and Training, and Early Childhood Programs Administrative Assistant
- Has responsibility for compliance with all CCG policies and procedures including but not limited to EEO/Affirmative Action, ADA, Conduct, Conflict of Interest, Solicitations and Safety, Child Abuse and Neglect, and Integrity.
- Participates in the financial planning and budgeting process for Early Childhood Programs in order to support on-going program development and funding sources.
- Develops, reviews, and monitors the expenditures of budgets within the system.
- Initiates, establishes and fosters community relations and partnerships.
- Develops and implements new programs, provides support for new center installation/conversion projects.
- Provides enrollment projections and budget assumptions for new projects, and assists with budget development for new projects.
- Assists with teacher and parent training to ensure best early childhood practices are understood and met.
- Integrates ChildCareGroup’s Relationship-Centered Child Care® (RC3) theory and Two Generation Model into service delivery; codifies early education processes/materials to provide models for current and future programs.
- Writes a variety of material as required and/or delivers training.
- Serves as a representative of CCG jointly with members of other departments to make professional presentations at conferences, etc.
- Works closely with Philanthropy & Communications Department to support community, volunteer and donor engagement, and to respond to family/community needs for CCG and/or Early Childhood Programs.
- Provides meeting summaries to track progress of projects.
- Maintains flexible travel schedule to effectively carry out job responsibilities.
- Performs other duties as assigned.
Education and Experience
Masters Degree in early education, or related field required.- Minimum of 5 years experience in multi disciplinary functions required, preferably in child care or social services.
- Equivalent combination of education and experience may be substituted.
- Supervisory experience with or understanding of Head Start programs and regulations strongly preferred
- Experience writing public and private grants required.
- Supervisory experience required. Training delivery experience required.
- Ability to work under pressure and meet deadlines.
- Capacity to solve complex technical, administrative, and regulatory/policy issues involved in implementing strong systems and services
- Excellent human interaction skills and the ability to work with all levels of staff and customers required.
- Ability to understand and execute a variety of program regulations.
- Excellent oral and written communication skill required.
- Regular and prompt attendance required as position dictates.

Travel and Compliance
Must have valid driver’s license.- Driving record must comply with CCG's automobile insurance carrier requirements
- Must have liability insurance coverage and reliable personal transportation
- Ability to travel locally or out of town as required
- Mileage reimbursement is offered when applicable
- Must successfully meet all compliance background check requirements for federal funding throughout employment
