As the Vice President of Refugee and Immigrant Adult and Family Services, you will be primarily responsible for assisting with the strategic develop and delivery of an annual refugee plan that will balance the focus of innovation, thought leadership, results data, and process consistency across all branches for financial growth and sustainability. This individual will also maintain the operational model for Family Refugee and Immigrant Services within Bethany to optimize capacity across branches and countries; improve positioning for competitive procurement, achieve efficiencies, and preserve accountability to our donors.
This position is expected to function effectively with little supervision while following the guidelines given on procedures, along with agency, federal, and state regulatory requirements.
ESSENTIAL JOB RESPONSIBILITIES:
- Assist with consulting with branch leadership on the delivery of quality services consistent with state licensing and Bethany’s standard operating practices related to adult and family refugee and immigration services;
- Oversee all services rendered for adults and families within Refugee and Immigrant Services to include timely branch submission of reports and document preparation;
- Assist with negotiating and expanding current WSS (Wraparound Stabilization Services - Alternative to Detention) and R&P (Reception & Placement) services within Bethany offices as it relates to case capacity, services, and budgets;
- Assist with the development of annual refugee and immigration plans and goals, ensuring balanced focus on innovation, thought leadership, results data, and process consistency across all branches for financial growth and sustainability;
- Cultivate a culture of collaboration, learning, and continual improvement in adult and family services within Refugee and Immigrant Programs of Bethany to ensure program quality and long-term impact;
- Maintain the operational model for adult and family services for Refugee and Immigrant Services within Bethany to optimize capacity across branches and countries, while also improving the positioning for competitive procurement, achieve efficiencies, and preserve accountability to our donors;
- Monitor services to immigrant and refugee adult family resettlement and service numbers across the organization;
- Stay up to date on services to survivors of trafficking, survivors of torture, resettlement, post resettlement, family case management, cultural orientation, know your rights presentations, clinical services and screening to identify and serve adults and their family members and all decision making related to adult and family Refugee and Immigrant Services;
- Stay abreast of trauma and impacts on adults and families, family reservation concerns, refugee and immigrant updates, related legislative trends, and external practices;
- Assess Refugee and Immigrant Adult Services program development and provide leadership to expand Bethany’s outreach capabilities within the communities we serve;
- Build and maintain positive relationships with, HHS, BI/GEO Group, and its subsidiaries, ORR, ICE, CBP, PRM and other relevant international and domestic funding entities of the U.S. Government to strategically position Bethany for maximized funding opportunities;
- Partner with Bethany’s advocacy team to obtain support for national and international policy priorities;
- Provide leadership and representation at national and international forums to influence the expansion of Bethany’s geographical footprint, increase the agility of the Refugee and Immigrant operational model, improve delivery and results, and achieve efficiencies and cost savings while delivering high impact for adults, children, and families;
- Assist the Vice President of Refugee and Immigrant Children Services in all the above stated activities when services to children are being impacted with high demand and rapid expansion;
- Complete other duties as assigned.
QUALIFICATIONS:
- Bachelor’s level degree in related field of study from an accredited college;
- Master’s level degree in related field of study from an accredited college degree, preferred;
- Professional licensure in clinical services, preferred;
- Experience in refugee and immigrant adult and family services, strongly preferred;
- At least ten (10) years of experience in a similar role;
- Foreign language speaking, preferred;
- Prior experience managing a multi-million-dollar budget;
- Demonstrated success working in a high matrixed and collaborative organization, where managing by influence is key;
- Excellent verbal and written communication and negotiation skills;
- Demonstrated track record in the positioning of an organization’s monitoring, and response;
- Demonstrated ability in increasing the capture rate of grants and domestic contract funding opportunities;
- Active motor vehicle license and a reliable vehicle with adequate insurance coverage;
- Must possess the ability to travel internationally, as needed;
- Pass a criminal history screen, including state and local child protection agency registries;
