The Virginia Values Veterans (V3) Military Spouse and dependent Employment Specialist will support and supervise aspects of the Virginia Values Veterans Employment and Transition services. Primary duties shall include oversight of operational and administration tasks to support V3 Program coordination, military spouse employment, SkillBridge/Training resources, new member outreach, MOU partnerships and certification execution. This position will provide transition support that includes working with key stakeholders within federal, state, and local governments, military installations, and private sector partners within a designated geographical area under the supervision of the V3 Deputy Director DVS programs and projects related to Veterans’ employment, education, entrepreneurial, and other programs as directed. With limited supervision, the Military Spouse Employment Specialist will direct, and coordinate activities required to position the Commonwealth to better address the employment, training, credentialing, education, and entrepreneurial opportunities of Military Spouses

The Military Spouse Employment Specialist will also oversee the approval of Military Spouse V3 Certified Employers/Organizations, This position will also serve as the lead liaison for organizing the V3 Programs participation and representation in engagement opportunities for military-spouse friendly employers.
Responsibilities are not limited to coordinating the administration of duties and operations with V3 headquarters staff; networking with community partners; assisting with daily planning, administration, scheduling, and operations of diverse curriculum opportunities; and planning the use of materials and human resources which are too diverse and general in nature to be classified in any one functional area of management or administration, such as personnel, purchasing or administrative services.
Minimum Qualifications
- Demonstrated knowledge of administrative and business principles, practices, and procedures in human resources, recruiting, and training, especially as they pertain to the employment and retention of veterans.
- Demonstrated knowledge of federal, state and agency rules, regulations, and policies pertaining to veteran employment.
- Applied knowledge of administrative, fiscal, and budgetary principles.
- Demonstrated knowledge of supervisory and program management principles and practices.
- Manage administrative, planning, scheduling, operational, and diverse programmatic activities.
- Manage multiple programs and/or projects simultaneously.
- Supervision of staff indirectly or directly.
- Effective interaction with diverse constituencies and inter-agency government officials to discuss administrative matters, develop, and implement administrative policies and procedures.
- Effective contact with the private sector, local officials, community groups, and boards to acquire, combine, and prioritize use of resources to provide for program performance and service delivery.
- Demonstrated knowledge of website and database administration, systems and application development, and statistical analyses.
- Superior oral and written communication skills.
- High level of attention to detail and organization skills.
- Training and instruction experience with adult learners.
- Proven research in best practices on recruiting, hiring and retaining the military community.
