Essential FunctionsSeeking Retirement Benefits Processing Manager to perform complex to highly complex (journey to senior-level) managerial work administering the daily operations and activities of Retirement Benefits Processing (Payroll, Quality Assurance & Reporting, Survivor Benefits, Specialty Retirements teams), including related forms processing. Work involves establishing goals and objectives; developing guidelines, procedures and policies; developing schedules, priorities, and standards for achieving established goals: coordinating and evaluating business functions, division, or departmental activities; and developing and evaluating budget requests. Oversees employee use of multiple complex systems to carry out daily activities, including pension payroll processes. Works under general to limited supervision of the Assistant Director of Customer Benefits with moderate latitude for the use of initiative and independent judgement.
Essential Responsibilities includes, but is not limited to :
Develops program guidelines, procedures, policies, rules, and regulations and monitors for compliance.
Plans, develops and oversees the work and activities of supervisor and staff within Retirement Benefits Processing.
Establishes goals and objectives that support overall division strategies; plans, develops and/or approves schedules, priorities, staffing and funding for program activities, sets standards for achieving goals, and directs evaluation activities.
Ensures staff development and skill readiness levels are appropriate to meet department and agency needs, requirements, changing operations and expectations.
Oversees and ensures IRS requirements are met throughout 1099-R production and annual reporting.
Determines trends and makes recommendations to resolve operational and customer service issues.
Reviews results of internal audits, research studies, and modeling recommendations to provide direction and guidance.
Provides guidance and assistance to the ERS Medical Board.
Ensures staff have the skills necessary to provide complex benefits assistance (phone, writing, in person) to members and surviving dependents for all state service classes, including employee class members, commissioned peace officers, custodial officers, elected officials, and judges on retirement and death benefits, including insurance, annuities and related matters as well as death benefits payable under Chapter 615 and provides this complex assistance directly in the event of escalations.
Interprets laws, rules, policies and procedures relating to employee class members, TRS service transferability, LECOSRF, elected state officials, Judicial Retirement System Plan I and II, and the Proportionate Retirement Program.
Researches and analyzes legislation and provides input regarding impact on benefit operations and staff.
Assists in developing, and interpreting new or revised Board Rules, state and federal regulations and policy statements to determine whether division procedures, policies and programs are in compliance and necessary.
Performs other duties and special projects in compliance with division and/or agency mission and strategic plan.
As Manager IV, performs the above duties and also:
Oversees the implementation of changes resulting from new legislation and special projects for affected areas of business.
Plans and develops a budget, evaluates budget requests, monitors budget expenditures, and may make adjustment as necessary.
Required Minimum Qualifications

Graduation from an accredited four-year college/university with major course work in a field relevant to assignment. Experience and education may be substituted for one another.
Three (3) to Four (4) years of experience (depending on classification) leading others in the administration of benefit plans, projects, divisional tasks, and team objectives.
Two (2) to Three (3) years of experience (depending on classification) in administration of benefit plans.
Preferred Qualifications

Experience using ERS OnLine.
Experience coaching employees and developing staff performance standards
Experience establishing program guidelines, procedures, policies, rules, and regulations and monitors for compliance.
