LTSi is currently submitting a proposal on a contract with the Federal Government for one (1) individual that would be interested in a position as the 621 Air Mobility Advisory Group (AMAG) Command Language Program and Phase 1 Training Manager at Joint Base McGuire-Dix-Lakehurst (JBMDL), New Jersey, should LTSi win the contract.

Position Description

Title: 621 Air Mobility Advisory Group (AMAG) Command Language Program and Phase 1 Training Manager

Location: The contractor shall perform the requirements of this PWS at the 621st Contingency Response Wing, Building 1907, East Arnold Drive, JBMDL, NJ but may perform duties at contractor, United States Government (USG), and international customer facilities.

Job Summary:

The Contractor shall furnish one contracted individual to provide holistic administrative support related the Command Language Program Managers (CLPM) and Unit Training Managers (UTM) to allow Air Advisors the ability to focus on the Air Advisor Core Functions of Assess, Train, Advise, Assist, Equip, and Accompany Foreign Security Forces.

Period of Performance: The anticipated start date is October 1, 2022 through September 30, 2023 with the possibility of 4 option years.

Work hours are Monday through Friday 0730 1630 excluding federal holidays. As required, it may be necessary to adjust the core duty hours, as required by the 818 & 571 Mobility Support Advisory Squadron (MSAS) to support the security assistance/cooperation training mission. Partial telework may be granted or directed by Flight leadership.

Personnel Qualifications:

Basic language proficiency of 1/1 in French and/or Arabic preferred, but not mandatory. Second language acquisition experience desirable to articulate needs of language program.

Contractor should have either a minimum of four years' experience in the Department of Defense with time as a Unit Program Coordinator or a four-year undergraduate degree in a Foreign Language, Computer Science, Program Management, Operations Management or similar focus of education.

Contractor shall have a working knowledge and demonstrate proficiency in their duties with the latest version of WINDOWS (e.g., 11), and Microsoft applications (e.g., Excel, Word, PowerPoint, Access and Project). Certifications are not required.

Certification and Training:

All contract employees shall be required to complete the DoD CLPM Course at the Defense Language Institute Foreign Language Center (DLIFLC), Monterey, CA within 90 days of contract start, at government expense. The contractor shall also attend applicable seminars, conferences and other training, if required.

Primary Responsibilities and Duties:

The contractor shall work with 818 & 571 MSAS Training Managers (uniformed personnel) to develop and maintain short and long-term language development plans for 818 & 571 MSAS language-enabled personnel and all Air Advisors to include initial acquisition and sustainment courses with assigned 818 & 571 MSAS language instructors and the Training Flights (DOT) flight leadership.

The contractor shall track progress toward language development program goals and all training goals as delineated in the 818 & 571 MSAS Command Language Program Operating Instruction and the 818 & 571 MSAS Operation Instruction, to include initial assessments, individual language development, remedial language development plans, and all training requirements focusing on maximizing currency and qualification rates.

The contractor shall serve as liaison between the 818 & 571 MSAS, language instructor, Defense Language Institute (DLI), Standardization and Evaluation Flight, and the Operations Section to ensure proper scheduling and curriculum development for initial acquisition and sustainment courses, track members availability for training, and track all certification and training requirements for taskings.

Provide oversight and coordinate all language-related tests, to include the Defense Language Aptitude Battery (DLAB), Defense Language Proficiency Test (DLPT), and Oral Proficiency Interview (OPI). Maintain a current database of all unit language test scores.

Monitor the units Foreign Language Proficiency Bonus (FLPB) program in conjunction with the 818 & 571 MSAS Command Support Staff (CSS) and Joint Base McGuire Dix Lakehurst (JBMDL) & Travis AFB Test Control Officers (TCO). Draft, submit and monitor all required documentation as necessary.

Incorporates all relevant services and local policies affecting incentives and language testing. Coordinate with Standardization an Evaluation Flight, Training flight leaders, and Readiness Flight to ensure all data is up to date and available for readiness reporting.

Maintain all scheduling requirements for initial and recurring language training to meet mission objectives.

Work with the 818 & 571 MSAS Resource Advisor to maintain an annual spend plan and execute budgetary objectives. Draft purchase requests and liaise with DoD organizations to fund training activities. For all materials purchased maintain inventory and disposition of materials.

Resource and provide oversight for Language Lab, incorporate use into CLP to support objectives and directives in CLP Operating Instructions.

Coordinate with Commander Support Flight and inbound member sponsors to ensure all appropriate reporting requirements are met and, if necessary, scheduled for completion upon in-processing the Squadron.

Manage and schedule all Air Advisor initial training pipeline requirements in accordance with the Master Training Plan (MTP).

Provide oversight of Initial Language Development interviews to be conducted with the 9L000 (Linguist) personnel and members. Ensure all newly assigned advisors are provided a language specific diagnostic assessment and/or a structured language placement test if available to determine language development needs.

With the 818 & 571 MSAS Language program personnel, prepare and maintain a written Individual Language Development Plans (ILDP) for all personnel. The ILDP will identify the individuals specific strengths and weaknesses and define appropriate language development needs.

Manage DLAB and DLPT scheduling for all MSAS personnel, coordinating with JBMDL TCO. Ensure all assigned advisors test at least annually.

Create and manage schedule of available language courses with 818 & 571 MSAS assigned language instructors.

Maintain scheduling oversight and control for unit personnel refresher and continuing language development courses with considerations for projected mission demands and maximizing course fill rate.

Maintain tracking records for DLPT, DLAB and OPI tests and scores, as well as initial and sustainment language development courses. Gather and validate all advisor proficiency data, remediation status, disqualification/waiver data, and career field/skill level information and communicate as directed.

Draft, route and manage all Foreign Language Proficiency Pay (FLPP) updates for squadron advisors through 818 & 571 MSAS/CSS and JBMDL TCO.

Manage the 818 & 571 MSAS Remedial Language Development Plan (RLDP) in coordination with DOT & CCV Flight for non-certified and de-certified personnel. Sub-proficient advisors will be scheduled for individual diagnostic assessments to determine additional development needs.

Create and manage process to evaluate effectiveness of development plans for assigned language-enabled personnel.

Participate in the Command Language Program Council (CLPC) and provide CLP updates to the squadron leadership at least quarterly.

Create a language development and Initial Air Advisor pipeline budget proposal in coordination with the 818 & 571 MSAS Resource Advisor. Communicate in writing monthly and annual language development and Initial Air Advisor pipeline spend plans through Flight/Squadron/Wing as directed.

Advertise language development opportunities to assigned language-enabled personnel at least quarterly.

Maintain a CLP Continuity Book. The continuity book will at a minimum include the CLPM appointment letter, associated CLPM training certificates, and all relevant CLP-related correspondence and guidance.

Submit course requirements and requests for all students course materials through the 818 & 571 MSAS/DOT leadership and subsequently the 818 & 571 MSAS chain of command.

Track and document attendance for all recurring language training, to include in-person and VTC delivery methods.

Create and update CLPM MICT (Management Internal Control Toolset) Checklists and upload all required documentation weekly to maintain compliance with AFIs.

Maintain and update UTM MICT Checklists and upload all required documentation weekly to maintain compliance with AFIs.

Coordinate with Standardization an Evaluation Flight, the Operations Section, and Mission Commanders/Team Leads/Team Sergeants to fill mission needs based on training requirements.

Schedule relevant air advisor training as outlined in the Master Training Plan.

Maintain language immersion program, ensure opportunities are provided to Air Advisors that increase their language and cultural expertise for engagement with partner nations.

Maintain all appointment letters for CLPM. Ensure documentation is provided to the commanders support staff and upload to MICT.

Coordinate with AETC and the Expeditionary center to schedule all initial Air Advisor training per MTP.

Conduct continuous process improvement to reduce certification delays, identify and advocate for more efficient training processes. Synchronize and streamline individual training schedules with Squadron mission requirements.

Provide monthly metrics and achievements to flight leadership as inputs for annual Command Language Program of the Year awards package submission.
