SALARY: Per HVFMT Contract: $52,755 - $57,103 based on experience and qualifications

JOB DESCRIPTION:

The Accounts Receivable & Grants Accountant is responsible for assisting with the District’s accounting, receivables, and reporting requirements. Reviewing, analyzing, and synthesizing data and information, preparing internal and external financial reports, properly monitoring and setting up grant budgets, preparing bank deposits, requesting grant funds, recording cash receipts, monitoring and collecting accounts receivable, preparing adjusting journal entries, assisting with audits, and maintaining electronic records. This position will cross train on other business office roles and serve as an alternate when needed.

QUALIFICATIONS:

1. Bachelor’s degree in Accounting, Finance or equivalent preferred.

2. Michigan School Business Officials Business Office Specialist Certification or higher preferred.

3. Commensurate accounting experience required.

4. Strong understanding of K-12 accounting principles, including MDE Bulletin 1022 (Michigan

Public School Accounting Manual), chart of accounts, account code associations and grant accounting.

5. Ability to use district technology and maintain proficiency as required skill sets change with advances in technology and needs of the district.

6. Experience and aptitude in the use of Microsoft Excel and Word required.

7. Experience in the use of financial management systems required.

8. Strong analytical and mathematical aptitude required.

9. Ability to communicate effectively in writing, orally and electronically.

12. Ability to handle a variety of responsibilities with attention to detail and minimal supervision.

RESPONSIBILITIES & DUTIES:

1. Manage the accounts receivable process using BusinessPLUS best practices.

2. Review and understand the Business Office Procedures and Federal Awards Administration

Manual. Apply the processes and procedures within it to daily tasks.

3. Understand, review, and analyze data and records for all local, state, and federal grants.

4. Ensure grant information is recorded timely and accurately. Regularly investigate and correct discrepancies found.

5. Analyze and process deposits, and record in the financial management system.

6. Maintain District access to online merchants. Analyze and extract reports and upload cash receipts.

7. Investigate areas where efficiencies may exist. Develop and streamline receivables and grants processes to implement the process improvements.

8. Synthesize multi-year grant records and analyze reports in order to process grant fund requests through NexSys and other state and local platforms.

9. Work with departments to create District grant budgets and apply budget amounts to proper account numbers within the financial management system. Ensure budgets in the financial management system match budgets approved by granting agency by State function and object codes. Track and update as each grant budget is amended.

10. Monitor grant expenditures to ensure they are within approved budgets and work with budget managers to rectify overages.

11. Retain detailed and accurate documentation for all grant transactions electronically.

12. Prepare local, state and federally mandated reports, including but not limited to SE-4094,

SE-4096, Final Expenditure Reports, and Excess Cost Report.

13. Maintain knowledge of current grant requirements.

14. Stay up-to-date with new GASB pronouncements.

15. Prepare monthly invoices and maintain accounts receivable aging reports to monitor status of collections. Contact customers regularly to collect payment.

16. Train staff on District receivables and grants processes and procedures. Monitor to ensure staff are following processes and procedures.

17. Serve as a resource to all staff for accounting, receivables, and grants questions.

18. Assist with the preparation of the District’s annual financial statement audit by recording year-end accrual transactions and preparing reports and schedules as needed.

19. Understand Single Audit compliance requirements and the Schedule of Federal Awards.

20. Assist in developing and implementing internal controls for receivables and grants.

21. Reconcile banks and general ledger accounts as needed.

22. Understand and review adjusting journal entries for accuracy and prepare as needed.

23. Compile data and information for audits from government agencies. Review to ensure accuracy and investigate any discrepancies.

24. Build account numbers in compliance with MDE’s Bulletin 1022 Accounting Manual. Analyze existing account numbers for accuracy and update records as needed.

25. Cross-train on all Business Office procedures to provide back-up.

26. Perform other duties as assigned by the Director of Finance and Accounting Coordinator.
