The Appalachian Agency for Senior Citizens (AASC) is currently looking for an Accountant. The Accountant is responsible for maintaining the integrity of the general ledger through accurate and timely processing, recording, and reconciliation of accounting transactions and performing relevant financial reporting for AASC.

POSITION REQUIREMENTS: Education equivalent to at least an Associate’s Degree form an accredited college with a degree in accounting, business administration, public administration, or related field or equivalent applicable education, experience, and/or training. Prefer Bachelor’s Degree. At least five (5) years of accounting, auditing, or business management experience.

SUMMARY: This position works close with the Chief Financial Officer (CFO) to assist in overseeing, planning, organizing the agency fiscal, budgetary, accounting and other related functions. This position will project expenditures, prepare cost transfers, and monthly journal entries. Monitor budgets to identify and resolve potential issues. This position will monitor and reconcile grant activity to ensure required actions are completed and meet regulatory compliance standards. Must adhere to the agency’s purchasing policies and procedures. Must demonstrate thorough knowledge of Generally Accepted Accounting Principles (GAAP). Ability to compile and analyze financial information, demonstrating strong analytical skills. Considerable experience working in a high-volume accounting environment. Previous experience with bank reconciliations.

DUTIES AND RESPONSIBILITIES:

  • Responsible for accurate and timely processing, recording, and reconciliation of transactions involving federal, state, local, and grant funds.
  • Prepares financial reports, analysis, and schedules to document and communicate the financial status of various programs.
  • Assists the CFO in budget development and monitoring, routine systems reconciliations, yearend closing and other financial audits as determined.
  • Guides the overall agency accounting system, and maintains complete financial records, including budgetary control, and equipment and material costs accounting records, etc.
  • Ensures that the agency’s financial and accounting data, and systems are following generally accepted accounting principles, follows the requirements of the Office of Management and Budget (OMB) and the Internal Revenue Service Regulations, etc.
  • Reviews and reports financial data to the CFO and CEO.
  • Ensures that revenues and expenditures are reconciled.
  • Ensures that all fund cash accounts are reconciled.
  • Reconciles agency monthly bank statement and reports balance to the CFO.
  • Analyzes individual program operations and makes necessary financial adjustments for reporting.
  • Coordinates the preparation of the agency budget and area plan.
  • Forecast revenues, from federal, state, local and private sources.
  • Analyzes forecasts of revenues, and transfer of funds for PACE operations, and advises CFO, and CEO of potential financial problems.
  • Make necessary budget requests for expenditures to take care of changes in revenue streams and/or program needs.
  • Advises program directors on financial matters, such as preparation of budgets, fund management, and methods of accounting and reporting finances.
  • Develops and administers fiscal procedures to ensure that AASC’s accounting and Financial Policies and Procedures Manual is updated and maintained regularly.
  • Analyzes report to determine compliance with regulations, contracts and statutory requirements.
  • Prepares and submits required monthly financial, and service reports, to various funding agents in order to request funds.
  • Responsible for delegating the assignments and responsibilities to accounting staff in preparation of internal and fiscal audits. Will be responsible to provide schedules, documents, spreadsheets and information to the auditors in a timely manner.
  • Supervise preparation and filing of all tax returns required by the employer, Health Related filings (1094-C & 1095-C), and corporation tax return for non-profit.
  • Oversees monthly billing processes, and yearly Child Day Care statements.
  • Maintain strict confidentiality concerning all information pertaining to Medicaid recipients and program operations.
  • Will be cross trained on various Business Office processes in order to provide backup capabilities.
  • Performs other agency-related duties as required.


KNOWLEDGE, SKILLS, AND ABILITIES:

  • Detailed knowledge of accounting and financial methods, procedures, and techniques; as well as grant management, and fund management.
  • Must have comprehensive knowledge of personal computers in a networked environment, as well as a demonstrated proficiency in automated accounting system and spreadsheets.
  • Must possess demonstrated ability to develop and implement changes to an automated accounting system as changes in programs develop.
  • Thorough knowledge of Generally Accepted Accounting Principles (GAAP), pertinent laws, regulations, and ordinances.
  • Professional technical expertise in accounting and finance.
  • Professionalism, courtesy, and ability to get along well with others.
  • Ability to communicate well orally and in written form.
  • Ability to deal courteously and effectively with the public.
  • Ability to work well with other professionals at various levels.
  • Maintain good standard of ethics.
