The Accounting Manager will oversee the Accounting Division providing management of financial services, financial reporting, payroll and other accounting processes within the Finance Department. The ideal candidate will be experienced in the management of an agency ledger and in the preparation of financial statements. The ability to direct, coordinate and review the work plan for the Accounting Division is essential. The ideal candidate will be able to select, train, motivate and evaluate accounting division personnel; provide or coordinate training; work with employees to correct deficiencies; implement discipline and termination procedures. The ability to bring new ideas and concepts to the team while staying abreast of new trends and innovations combined with the ability to be confident, capable and a good communicator. The ideal candidate for this position will need to be able to work effectively with others, demonstrate respect and cooperation in all interactions, support and team decisions.
- Direct, manage, and supervise staff within the Accounting Division, including accounting, payroll, and accounts payable staff.
- Conduct performance evaluations, coordinate training, work with employees to correct deficiencies, and implement hiring, discipline, and termination procedures.
- Plan and manage the preparation and development of annual and periodic fiscal reports including, but not limited to, the City’s general ledger, the Comprehensive Annual Financial Report (CFAR), as well as others in accordance with Generally Accepted Accounting Practices (GAAP).
- Ensure compliance with federal, state, and local laws and City policies. Interpret and implement new laws and regulations as they relate to Accounts Payable, Accounting and Payroll areas.
- Manage financial reporting and audit requirement of the Public Facilities District, Downtown Redevelopment Authority, and the City Center Redevelopment Authority
- Develop, recommend and implement accounting policies and procedures city-wide.
- Assist in maintenance of the City’s financial system, including opening and closing system periods, maintaining rules, work tags, determining financial process flows, ensuring internal controls are set appropriately, etc.
- Six (6) years of related experience in governmental accounting including, but not limited to, CFAR preparation, government accounting, and management of accounting and payroll functions. Two (2) years of staff supervision experience.
- Equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in accounting, finance, or a related field.
- Possession of a Certified Public Accountant (CPA) license within Washington State, or the ability to obtain a Washington State CPA license within 24 months of hire as a condition of ongoing employment.
