The City of Laguna Beach Administrative Services Department is excited to announce that we are accepting applications for the position of Accounting Technician in the Finance Division.

The Position: * The Accounting Technician assumes significant responsibility for technical accounting activities of the City such as payroll, accounts payable, revenues and accounts receivable, preparation of financial reports, participation in audits, and assists in the development of accounting procedures.

Reports to/Supervises: Reports to the Finance Manager; may assist in the supervision of clerical personnel.

Schedule: This is a regular full-time position, 7:30 am to 5:30 pm, Monday through Friday (with alternating Fridays off). This position is eligible for a hybrid telecommuting schedule. The schedule and hours are subject to change with reasonable advanced notice.

Selection Process: Selection testing for this position will include a structured panel interview and may include other skills assessments developed to predict successful job performance. The appointing authority will further review the job related qualifications of those deemed eligible for hire before making selection decisions. Examples of Duties

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Prepares journal entries

  • Reviews the work of accounting technicians and directs clerical personnel
  • Prepares year-end adjusting entries
  • Prepares bank reconciliations; monitors and replenishes City imprest accounts
  • Prepares accounts receivable invoices, records journal entry, and sends out past due notices
  • Performs accounts payable processing
  • Audits accounts payable transactions for correct accounting and account coding
  • Monitors various revenue and expenditure accounts for accuracy and budget compliance
  • Coordinates the daily operations of the City’s payroll system
  • Reviews and audits additions deletions and changes in payroll information for completeness and accuracy
  • Review payroll records to ensure compliance with City policies, procedures, and regulations
  • Reconciles California Public Employees’ Retirement System (CalPERS) report to payroll, and verifies changes to earnings reported to CalPERS
  • Documents payroll changes in payroll ledgers and payroll master files
  • Audits various contractual payments and miscellaneous expenses
  • Compiles data and prepares various financial reports as directed
  • Assists other department personnel in reconciling accounts payable and accounts receivable as they related to the general ledger
  • Prepared journal entries and refunds for special deposits for accounts payable, and travel expense vouchers for reimbursement
  • Performs related duties as assigned.

Minimum Qualifications
Any combination demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying. A typical combination is as follows:

Education: Education equivalent to graduation from high school and completion of college level coursework in basic accounting, bookkeeping, or finance. An Associate’s Degree from an accredited college or university with course work in accounting is highly desirable.

Experience: Three (3) years of full-time progressively responsible accounting experience in an accounting environment, preferably in a municipal setting; or two (2) years of full-time experience with the City as an Office Specialist.

License/Certificate Requirements: Due to the performance of some field duties, which may require the operation of a personal or City vehicle, a valid California Driver’s license and an acceptable driving record are required.

Physical, Mental and Environmental Working Conditions: The duties and responsibilities of this position are performed in an office environment and involve sitting, standing, and walking for prolonged or intermittent periods of time, and include reaching, bending, and twisting at the waist to perform desk work and operate general office equipment including a personal computer with keyboard for prolonged or intermittent periods of time. The operation of a personal computer requires finger and wrist dexterity and the ability to withstand exposure to vibration, pitch, and glare from the computer. A candidate must be able to safely lift and carry books, files and reports weighing up to 25 pounds. The incumbent must communicate effectively both verbally and in writing, and must be able to work cooperatively and effectively with others encountered during the course of duty.

The City of Laguna Beach hosts millions of visitors to its world-famous arts festivals and beautiful beaches. Services provided to its resident population of approximately 23,000 include police, fire, marine safety, recreation, parks, public works, community development, parking, transit and animal control.

The Division: The Finance Division is one of four divisions in the Administrative Services Department. This Division performs all finance, accounting, business licensing, and cashiering functions for the City. Additionally, the Division prepares and monitors the City's biannual budget, administers transient occupancy tax and business improvement district collections. Primary responsibilities include the following: daily processing of accounts payable, accounts receivable, capital assets, and payroll. This division is also responsible for the daily processing of payments to the City, in-coming and out-going mail, and the issuing of 13,000 parking permits biannually. Annually, the division issues more than 9,600 payroll and 6,900 vendor checks. The Division also provides accounting for over $100 million in revenues and $100 million in expenditures and coordinates inventory of the City's general capital assets. The Division is responsible for closing the City's financial records at year-end and the computation, review, and placement of assessments for sewer, solid waste management, and weed abatement on the County of Orange Tax Roll.
