The Water Resources (WR) program within the Department of Ecology is looking to fill an Adjudication Specialist (Environmental Specialist 2) (In-Training) position. The position can be located in any one of our offices listed below:
Headquarters Office in Lacey, WA.
Northwest Region Office (NWRO) in Shoreline, WA.
Central Region Office (CRO) in Union Gap, WA.
Eastern Region Office (ERO) in Spokane, WA.
Upon hire, you must live within a commutable distance from the duty station.
Please Note: The salary posted above does not include the additional 5% premium pay that this position will receive if the position ends up being based in Shoreline, WA (King County).
In this role, you will assist the Adjudication Section with GIS mapping and research of historic water rights. This is an entry-level position that will provide you with training and development for long-term work within the field of water resources permitting.
Note : This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist field and achieve the goal class of an Environmental Specialist 2. Candidates will be considered at the Environmental Specialist 1 and the Environmental Specialist 2 levels, depending on their qualifications. Program Mission: The mission of the Water Resources Program is to support sustainable water resources management to meet current and future water needs for communities and the natural environment. The Adjudication Specialist is part of a team working on groundbreaking work in the area of water regulation.
Tele-work options for this position: This position will be eligible to telework up to 4 days per week. What makes this role unique?
The Adjudication Section is responsible for water rights adjudications, which are large-scale lawsuits involving thousands of property and water rights records. We are preparing for the first new general stream adjudications in the state in over forty years. Our success requires creative thinking, perseverance, and attention to detail. In this role, you will contribute to this critical work by performing, under direct or close supervision, entry level duties such as water right review and GIS mapping.What you will do:
- Analyze water rights and water system plans.
- Review mapping data and develop maps using ArcGIS.
- Work with the public, including tracking and responding to requests for technical assistance.
- Assist the team with developing and testing the Washington Adjudication Information System (WAIS).
- Assist senior adjudications staff with summarizing information for outreach, communications, and legal work.
- Enter data into and query reports from WAIS.
Required Qualifications:
This is an In-Training position. The goal class for this position is Environmental Specialist 2 (ES2). We will consider applicants who meet the requirements at the Environmental Specialist 1 and 2 levels. If the finalist meets the requirements at the ES1 level, then they will be placed into a training program to become an ES2 within a specified period of time.At the Environmental Specialist 1 Level – Pay Range 38 ($3,096 - $4,117)(In-Training)
A total of Four (4) years of experience and/or education as described below:
- Professional level Experience in environmental analysis or control or environmental planning.
- Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
At the Environmental Specialist 2 Level – Pay Range 45 ($3,650 - $4,892) Goal Classification
A total of Five (5) years of experience and/or education as described below:
- Professional level Experience in environmental analysis or control or environmental planning.
- Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
OR
One year of experience as an Environmental Specialist 1, at the Department of Ecology.
