Within DES, the State Building Code Council (SBCC) facilitates the adoption of current code editions and code amendments addressing emergent life safety issues and energy efficiency in the building industry, to manage the risk of owning, operating and occupying buildings.

What you will be doing:
In this role, you will provide technical and administrative support to the SBCC Managing Director as well as technical and administrative support to SBCC Standing Committees, SBCC technical advisory group (TAGs), SBCC members and SBCC Code Specialists, while maintaining confidentiality at all times.

Duties

Some of the duties include:


Provide technical and administrative support primarily to the Managing Director, Council members and State Building Code Council (SBCC) Code Specialists:

  • Schedule, organize and coordinate notifications to all interested parties,
  • Reserve venues, prepare agendas and meeting materials, taking meeting minutes, facilitate exhibits used during meetings, formats final minutes from transcription of recordings (ensuring public access both physical and electronically and meeting all requirements of the Open Meeting Act).
  • Produce technical documents and maintains mailing and email lists.
  • Review incoming correspondence, including sorting and routing of communications to appropriate staff for action.
  • Responsible for follow-up on projects assigned to agency staff by the managing director; coordinates and tracks deadlines for the filing of rulemaking documents with the Code Revisor’s Office.
  • Communicates and coordinates with government officials, industry members, the public and Council members via teleconference, email, phone, or standard (paper) mail and direct the information to the proper SBCC staff member.
  • Maintains data systems including but not limited to the SBCC website, incoming and outgoing correspondence, reports, minutes, legal files related to state and local code adoption, and technical advisory group meeting files.
  • Processes and tracks code change proposals and code interpretation requests and logs them appropriately; tracks legislative issues and develops or coordinates changes to RCW and WAC rules specific to the code adoption process.
  • Prepares agendas, and other meeting materials such as letters and technical documents.
  • Assists the Managing Director in developing and establishing procedures and policies. Works with records retention personnel in archiving and maintaining files and is able to obtain strict confidentiality.
  • Acts as a liaison for the SBCC between other agencies, divisions, clients, stakeholders, and other agency staff. Updates the Council Members and Technical Advisory Group member’s handbooks as needed. Prepares correspondence for the managing director, exercises signature authority on administrative and technical correspondence. Authorizes equipment repair/renovation.


Prepare travel expense documents:

  • Prepare advanced travel authorization paperwork and vouchers and enters information as required into Travel Expense Management System (TEMS). Assist the SBCC staff with establishing TEMS accounts, creating trips and reimbursement requests in compliance with agency travel rules and regulations as well as ensuring compliance with travel regulations per diem, mileage and lodging regulations as outlined in Office of Financial Managements, State Administrative & Accounting Manual (SAAM)
  • Use OneCard for reserving state motor pool vehicles and other travel reservations.
  • Fielding questions regarding the preparation of travel reimbursement and the backup documentation required for auditing purposes. Following up with staff on any necessary NASPO paperwork and receipts required for agency reimbursements.


Coordinate purchases:

  • Use the SBCC’s purchasing card (One-Card) when ordering general office supplies, equipment, subscriptions, business cards, and conference fees.
  • Reconcile the One-Card monthly statement with the appropriate accounting codes. Acting as a liaison between the DES Finance division, other vendors, stakeholders and the C&P Deputy Assistant Director, or Business Operations Manager, to process invoices in a timely manner with the appropriate approval.
  • Knowing and following all applicable purchasing rules. Maintaining filing and tracking process and where warranted suggest improvements.


Support SBCC and
Technical Advisory Group (TAG) members:

  • Maintains and distributes the Council member and TAG member handbooks.
  • Ensures Council members and TAG members understand their roles, responsibilities and limitations.
  • Other duties as assigned.

Qualifications

Required Qualifications:

High school graduate or GED.

AND

Four years of progressively responsible experience in office/clerical, secretarial, bookkeeping, accounting, or general administrative work.

Education may substitute year-for-year for experience.

AND

One year of experience developing meeting minutes from transcripts.

Demonstrated experience:

  • Creating, drafting, proofreading and editing documents accurately utilizing Microsoft Word and Adobe.
  • Maintaining proper file management in accordance with the agency’s retention schedule.

  • Ability to communicate effectively and professionally in writing and through speaking to a variety of audiences.
  • Ability to perform under pressure and handle a high-volume workload
  • Work effectively both as a team member and independently.
  • Self-motivated and able to perform duties with little oversight.
  • Provide customer service to internal and external stakeholders.
  • Excellent time management skills and ability to independently and organize and prioritize tasks to meet internal and external deadlines. Seeks customer feedback and ensures needs have been fully met.
  • Ability to create, draft, proofread, and edit documents accurately
  • Process and track all paperwork related to travel, expense reports, and time and effort reports within Agency standards.
  • Experience with Microsoft Office applications such as Excel, PowerPoint, Outlook and Word at an intermediate/expert level.
  • Committed to maintaining confidentiality of information.


Preferred/Desired:

  • One year of experience facilitating public meetings.
  • Knowledge of Washington State Executive & General Correspondence Guidelines.
