SCOPE OF WORK: Administers the short and long-term planning, development, and implementation of the Division of Fire Standards and Training and Emergency Medical Services (FSTEMS) educational accreditations and curriculum for firefighting and emergency medical services to promote efficient, high quality, compliant, sustainable, and standardized educational programs, procedures, and best practices for state and local providers. Reviews and recommends changes to program policies based on changes to federal and state regulations and standards.

ACCOUNTABILITIES:

Evaluates certification standards and regulations to prepare and maintain statewide procedures, planning, development, and design of Firefighter and Emergency Medical Services (EMS) programs and curricula used to educate providers within the State of New Hampshire following nationally accepted education principles and accreditation requirements.

Administers and analyzes plans to revise and develop statewide training and implement policies and procedures. Evaluates training programs, testing, and competency-based assessments to measure efficacy, reliability, and validity of such and ensure appropriate and compliant alignment with national accreditation.

Develops methodologies for evaluating the cost-effectiveness, goals, and objectives of statewide training to enhance and improve education and delivery systems management based on industry standards, learning environment accessibility, technological advancements, and emerging trends. Provides testimony to commissions and committees in support of proposed programs and curricula as needed.

Oversees and directs the research and analysis of external programs and courses to elicit information used in planning, implementing, and evaluating the effectiveness of New Hampshire’s educational Firefighter and EMS programs. Analyzes and develops plans used in revising and developing training policies and procedures relevant to the evaluation of Division curriculum, testing, and competency-based assessments.

Reviews recommendations on training development standards and improvements and confers with industry officials to evaluate curriculum content, delivery of instruction, and gather post-training feedback with Division staff and relevant subject matter experts to ensure effective administration, delivery, and design of ongoing educational programs.

Analyzes established curriculum content periodically to determine the need for revision stemming from actions by external sources such as legislative changes, committee or commission determinations, national standard changes, and other stakeholder input. Assigns and prioritizes the workload to Division subgroups to ensure courses and materials are updated accurately and timely.

Develops and prepares metrics and reports on curriculum performance for use by leadership in decision-making and submission to the Fire Standards and Training Commission according to established timelines to ensure the efficacy of educational programs and support ongoing accreditation standards.

Collaborates with Division personnel to plan, organize and implement professional development training for staff and instructors; serves as a liaison with all visiting committees, the FTSC Curriculum Sub-Committee, secondary and post-secondary institutions (SNHU, Granite State College, UNH, and the Community College System of New Hampshire).

MINIMUM QUALIFICATIONS:

Education: Master's degree from an accredited institute of higher education with major study in Education or related field.

Experience: Six years of experience in providing educational instruction, curriculum development/design or related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education: Bachelor's degree from an accredited institute of higher education with major study Education or related field.

Experience: Seven years of experience in providing educational instruction, curriculum development/design or related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: Must possess a valid driver’s license.

SPECIAL REQUIREMENTS:

Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

Job Type: Full-time

Pay: $61,893.00 - $73,612.50 per year
