The Department of Human Services is looking for a highly motivated individual who has a passion for helping people in our community! We are recruiting for an Adult Employment & Training Navigator to work out of the Ft. Lupton office.

Determine eligibility of participants for federally funded employment and training programs. Provide case management by directing and coordinating services that prepare eligible participants for employment. Work closely with community employers, partner agencies and educational institutions to develop resources that will assist participants in obtaining and maintaining employment.

$24.80 - $31.41 per hour plus benefits (see benefits tab on the job posting). The position will normally start at $24.80 per hour.

Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Meet with and interview participants that are interested in participating in federally funded programs that will assist them in obtaining employment. Accurately determine and document participant eligibility for programs by collecting information through needs assessment, interest surveys, and professional sources that access and identify participant’s interests, aptitudes, abilities, and personal characteristics. Select participants for enrollment and refer eligible participants for more in-depth skills assessments to determine level of ability and to identify other areas of need. Work with the Assessment & Learning Center developing and understanding assessments and training programs to enhance participants work related skills.

Using all information gained through the eligibility, enrollment and assessment processes, identify challenges to employment and determine individual training or skill building needs. Develop an employment plan with the participant that reflects the participant’s employment goal, aptitude, commitment, and current economic conditions. Place participant into appropriate employment related opportunities and assign training activities based upon the program of enrollment. Assist in purchase of any items needed for employment activities such as work gear, books and transportation.

Assist participant in job searches, job development and any associated employer relations activities. Refer participants to partner agencies for additional resources or assistance when needed. Maintain a professional relationship with other units, County departments, schools, employers, service providers and community-based organizations. Monitor the progress and attendance of participants in assigned activities and communicate regularly with all partners to ensure participant is meeting program guidelines and objectives. Provide follow-up services and support until individual employment plan is completed and participant obtains qualified employment.

Review requests for tuition and other supportive services and authorize or obtain approval according to specific program guidelines and program regulations. Monitor and review educational and work sites to determine level and quality of services provided. Maintain knowledge of community resources and employment trends to ensure responsible and effective use of program funding.

Accurately establish and maintain participant files in accordance with Department policy and appropriate regulations, including all required documentation, employment plans, attendance and progress records and supportive service documentation. Track and monitor participant activities by reviewing and entering accurate and timely information into the appropriate data management system.

Meet individual program goals such as enrollments, terminations, specific program performance standards and participation rates. Implement timely corrective action plans to ensure program goals are met by developing and implementing outreach plans and tools to recruit additional individuals for programs.

Qualifications

MINIMUM QUALIFICATIONS

Required Education:

  • High School Diploma or equivalency.
  • Successful completion of an associate degree is preferred.
  • Equivalent combination of education and experience may be considered in lieu of degree.

Required Work Experience:

  • Three years business or clerical experience in an office environment which includes a high level of participant service and proven experience working with the public.
  • Experience working in a human services environment.

Preferred Work Experience:

  • Experience determining eligibility.
  • Case management experience.

Required Skills and Abilities:

  • Must demonstrate proficiency with computer technology.
  • Must possess a valid Colorado Driver's License and adequate Liability Insurance. Must provide own transportation and be willing to travel throughout Weld County.
  • Must pass Human Services Background Checks.

Preferred Skills, Knowledge and Abilities:

  • Must possess ability to keyboard at 35 words per minute.
  • Ability to read and write Spanish in a proficient manner. Ability to interpret and translate between English and Spanish using professional language.
Other Necessary Requirements

ADDITIONAL REQUIREMENTS

Ability to enter data into several different computer programs. Ability to learn and apply new computer skills on a regular basis. Knowledge of computer programs such as Microsoft Windows and Word, Excel, PowerPoint, Teams, and Outlook.

Ability to read and comprehend instructions, correspondence and department policies and procedures. Ability to write correspondence.

Ability to effectively communicate in one-on-one and small group situations to participants, participants and other employees of the organization.

Ability to apply math concepts and calculations in the work environment.

Ability to apply common sense to problem solve in a work environment.

Ability to adapt to fast paced, high volume and ever-changing work environment and be able to handle high stress situations.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee may be required to sit for extended periods of time and is occasionally required to stand and walk. Occasionally the employee may be required to lift and/or move heavy files or objects up to 25 pounds. The employee frequently is required to use their hands and reach with hands and arms. Specific vision abilities required for this job include close vision, distance vision, peripheral vision, and ability to adjust focus such as that used when using a computer or reading.
