Eagle Health is seeking an Africa Bureau COVID-19 Knowledge Management Specialist (Knowledge Management Officer) to join our team in support of the US Agency for International Development (USAID).

USAID/AFR/SD provides intellectual, technical and strategic leadership to the bureau on sectoral policies, priorities and budgets through analyses, strategy development, program design, technical assistance, advocacy and information dissemination. It comprises four divisions: health; education; conflict, peacebuilding and governance; and economic growth, agriculture and trade.The Health Division (where this position will sit) is dedicated to improving health outcomes across Africa and supporting our Missions to do so. Programming ~$14 million USD each year, the team focuses on: 1) strengthening, supporting, and elevating regional institutions and partnerships; 2) recognizing and leveraging multi-sectoral approaches responsive to key health and development challenges; and 3) identifying and communicating regional trends, challenges, and opportunities. The team, comprised of ~20 technical experts spanning COVID-19, HIV, TB, malaria, maternal and child health, family planning, health systems strengthening, and global health security-- builds relationships between AFR and other work units across the Agency and interagency, ensuring that AFR context is applied to global health policy, programming, and decision-making.

The COVID-19 Knowledge Management Specialist will support AFR/SD/Health as an Institutional Support Contractor (ISC). The COVID-19 Knowledge Management Specialist, a key member and technical expert with the Health Division, will focus on knowledge management support to the COVID-19 response, developing and maintaining systems and materials designed to allow individuals to intuitively find and use responsive data and information for reports, audits, and other deliverables.

Responsibilities:

  • The COVID-19 Knowledge Management Specialist will provide the AFR/SD/Health with essential support for Knowledge Management and Strategic Analysis, with special attention to:

Supporting COVID-19 portfolio and operational planning and reporting including monitoring budgets and financial trends; capturing key COVID-19 related learnings, wins and needs; cataloging talking points; drafting and editing written materials for clarity, consistency, and audience; and proactively addressing audit issues and vulnerabilities, including by drafting materials responsive to the Government Accountability Office and the Office of Inspector General, among others.

Developing and maintaining KM systems with special attention paid to designing systems for timely and accurate response to COVID-19 reporting and audit requests.

Storing, cataloging, organizing, and maintaining records pertaining to USAID’s COVID-19 response activities with a focus on making information easy to find and easy to use.

Disseminating information for various audiences in appropriate formats to enhance understanding and inform timely decision-making.

Providing support to USAID’s Africa-based offices (missions), particularly for file management and audit-related record keeping, for example by organizing Mission-specific Activity Justification Forms and trackers indicating official approval.

Other duties as assigned.

  • The COVID-19 Knowledge Management Specialist will ensure coordinated knowledge and records management pertaining to AFR’s COVID-19 response, developing and maintaining systems and materials designed to allow individuals to intuitively find and use responsive data and information for reports, audits, and other deliverables.

JOB REQUIREMENTS

Requirements:

  • Bachelor’s degree with at least three years of relevant experience or Master’s degree or equivalent from an accredited college or university in a field relevant to knowledge management.
  • Demonstrated experience in knowledge management and organizational learning.
  • Experience building and/or maintaining data management systems for emails and other documents.
  • Ability to synthesize and translate complex data and information into meaningful insights for a variety of audiences.
  • Demonstrated ability to convey messages through clear and concise writing.
  • Knowledge of public health terminology.
  • Attention to detail.
  • Strong interpersonal skills.
  • U.S. Citizenship and the ability to obtain a Secret security clearance required.
  • Full vaccination against COVID-19, defined as two doses of Moderna, two doses of Pfizer, or one dose of Johnson & Johnson’s Jannsen vaccine, is required for this position.
