GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Manages the TxDMV IT Application Services Operations team supporting applications in all environments. Performs advanced and/or supervisory (senior-level) computer systems analysis work. Develops plans, schedules, sets priorities, and sets standards for achieving established goals. Plans, assigns, and supervises the work of others. Interfaces with other areas of TxDMV in ensuring timely delivery of efforts. Provides technical leadership and assistance to other IT sections; manages to assure timely and effective implementation of deliverables; leads efforts according to strategies and plans; ensure overall alignment to the IT strategy. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

Manage daily operations of one of the teams in the Applications Services Operations Section, consisting of Systems Analysts, Programmer Analysts, and application support staff.

Hire, retain, manage, and develop staff.

Oversee Tier 2 support of critical agency software applications, including but not limited to Commercial Off the Shelf (COTS), web applications, JAVA applications, and SalesForce.

Management oversight of all environment setups and support through release cycles.

Schedule and assign projects and/or tasks to staff, establishing and monitoring goals and objectives.

Analyze, create, and maintain policies and data from systems and technologies to ensure effective and efficient use.

Primary management point of contact for business for IT applications issue management.

Coordinate IT staff for environment escalations, issues and outages.

Ensure enforcement of state and agency applications development methodologies, standards, guidelines, procedures, best practices, policies, rules, and regulations; makes recommendations for enhancements as appropriate to same.

Collaborate with other areas of IT, system owners, and other stakeholders in testing new/modified software releases, ensures resolution of errors, when applicable.

Oversee research and analysis for requested or proposed projects, applications, modifications.

Oversee and monitor the quality of services provided, service schedules, performance and timeliness of delivery of functional area service request commitments, while identifying and mitigating potential risks and establishing goals and objectives.

Responsible for the supervision, acquisition, training and development, and performance management of the team.

Maintains knowledge of changing technology and provides recommendations for appropriate and timely adaptation of new technologies.

Provide software application technical leadership for the agency in areas of responsibility and expertise.

Perform needs assessments, develops and coordinate guidelines.

Plan, assign, monitor and audit the work of others.

Performs related duties as assigned.

Qualifications


MINIMUM REQUIREMENTS

Education and Experience

Graduation from an accredited four-year college or university with a major in computer information systems, or related field plus minimum of five (5) years’ experience in providing customer service and support for customer applications, and minimum of three (3) years in a managerial/supervisory capacity. Lead worker, coordinator, or project lead work experience may be substituted for supervisor or management experience on a year per year basis. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – Must possess a valid driver license from state of residence.
