Position Summary & Responsibilities:

Position Summary: This is a supervisory position, in information systems analysis and application development. Work involves reviewing and evaluating the work of subordinates, implementing policies regarding budget, staffing levels, and quality standards. Ensure work standards are maintained. Define and plan applications to meet project objectives. Performs as a first line supervisor, responsible for the performance of subordinate employees and provide status reports on the activities of the assigned unit. This position oversees all application developers within the KHP IT department. Provide development and application development solutions that meet the needs of the agency. Establish project plans and oversight of task completion in a timely and on budget approach. Work with other agencies, states, local and private, for interfacing and data sharing initiatives. Provide maintenance tasks for existing applications, all developed applications and many COTS applications. This includes but is not limited to the KLER application, and web services requirements that surround the hosted RMS solution for outside law enforcement entities. This is a continual ongoing task.
Complete special project requirements as needed, ensure staffing in event of disasters of any kind and assist others within the section or department as needed.

Job Responsibilities may include but are not limited to the following: Must satisfactorily complete First Line Supervisory Training Course within 12 months of appointment.

Requires approximately 6 - 8 hours a day working on a PC. Eyestrain from computer use. Potential discomfort from constant sitting. Work involves performing repetitive motions with one or more extremity. Work is performed indoors in a controlled environment with few temperature extremes. The incumbent will be required to do some travel, and working outside of regular work hours may be necessary.
Frequent contact with stake holders of desired application or integration requests. Internal staff meetings and numerous discussions as needed for requirements gathering and development progress reporting. Communication with other agencies to identify solutions, and integrations.

Qualifications:

Education: High School Diploma or GED equivalent.

Licensing & Certification: Valid Driver’s License.

Necessary Special Requirements: Successful completion of 24 hours in computer science coursework, or certification and 4 years exp. coding, testing, and debugging application programs, or 5 years exp. coding, testing, and debugging application programs.

Minimum Requirements: Ability to establish and maintain effective working relationships with subordinates, co-workers, customers and general public. Ability to speak clearly and concisely in person and on the telephone. Ability to communicate effectively, verbally and in writing. Ability to work with people of all skill sets and work in a team environment. Must have excellent organizational skill and the ability to multi-task diverse and sensitive information.

Preferred Qualifications: One year of experience supervising a group of employees. Project Management knowledge and experience. Portfolio and Systems design knowledge and experience. Working knowledge of KHP applications and impacts and relationships to other developed applications: KLER, KCARS, KCRASH, CAD, RMS, Workflow, E-citations. 10 years experience in developing applications.
10 years experience in developing applications, including, but not limited to: C++, NET, C#, ASP.NET, APEX, MSSQL, CSS, and JavaScript.

Post-Offer, Pre-employment Requirements: Must submit to and pass a thorough background investigation and security clearance(s), including fingerprints. Ability to listen, comprehend, respond, speak clearly and concisely verbally and in writing; drive a vehicle, lift computer equipment and other objects up to 30 lbs, bend, kneel, stoop, reach with your body, arms and/or legs, perform repetitive motions with one or more extremity, move in confined areas and sit for long periods of time.
