The mission of the Ohio Department of Mental Health and Addiction Services (OhioMHAS) is to provide statewide leadership of a high-quality mental health and addiction prevention, treatment and recovery system that is effective and valued by all Ohioans.


This position will serve in an unclassified status. On call 24/7 and emergency or unusual hours may be necessary

What You'll Do:

  • Participating member of hospital’s Governing Body and Executive Committee, responsible for review & approval of policies, procedures, goals & objectives for hospital services, responsible for administration, monitoring & evaluation of support services (i.e., Computer Information Services, Health Information Services, Human Capital Management, Staff Development), network with all departments to oversee development & monitor compliance with hospital plan, provides administrative support to Community Support Network (e.g., monitoring, evaluation). Complete and oversee other administrative duties as needed and on the request of the CEO
  • Provides supervision of support departments to include HIM, CIS, Labor Relations and HCM as directed by the CEO. Provides ongoing training and guidance of these departments. Reviews and makes recommendations for policy, process or forms changes generated. Monitor budgets, oversee regulatory compliance and process improvement initiatives as it pertains to these departments. Host necessary meetings to ensure proper communication of integral changes as they arise.
  • Serves as Hearing Officer for grievances & pre disciplinary conferences, conducts & resolves Step 2 & Step 3 grievances, hears pre disciplinary conferences & makes recommendations; reviews major incident reports for possible follow-up & communicates concerns to Chief Executive Officer (CEO) for action; represents the CEO at Labor/Management meetings. Provide supervision to Labor Relations Officer 2 as assigned.
  • Conducts public relations & liaison activities: represents the CEO in investigating, answering & processing consumer inquires (e.g. complaints, policy changes, compliance issues) from general public, press, former patients, & community members, prepares public statements, provides information to public officials & general public through presentations & speaking engagements; researches difficult inquiries, coordinates/monitors public relations activities for support services, writes & maintains reports on special projects.
  • Acting CEO in the absence of Chief Executive Officer as assigned: responsibility for coordination and operation of the hospital in the absence of the CEO, Executive Committee, & Administrative Staff, etc., serves on other administrative & clinical committees, interacts with officials of Ohio Department of Mental Health (ODMH) & other County Mental Health Board staff as required, may represent the hospital with local officials.

Qualifications

For all “administrative staff” positions, completion of undergraduate core program in business administration/management sciences or 12 mos. exp. in program & policy development for operational unit or program of firm or agency & monitoring implementation; 12 mos. trg. in budgeting & spending or 12 mos. exp. determining budgetary needs & spending for operational unit or program of agency or firm.

In addition to one of preceding categories (i.e., programmatic positions or administrative staff), 6 mos. trg. in manpower planning or 6 mos. exp. scheduling personnel for adequate coverage & making staff projections; 3 mos. trg. in employee training & development or 3 mos. exp. writing training materials or conducting training.

  • Or 6 mos. exp. as Mental Health Administrator 5, 65225.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.

Preferred Qualifications:

  • Leadership experience in an adult psychiatric hospital
  • Experience in human resources, labor relations, and/or staff development
  • Joint Commission, CMS, ODH survey experience
  • Public speaking and community relations experience
  • Budget and operations experience
Knowledge of general management; budgeting & spending; manpower planning; employee training & development; federal & state regulations & standards & court orders governing care, custody, treatment, programming & environment of consumers/residents in regional psychiatric hospitals & developmental centers & community programs; mental health &developmental disabilitiestechnology; social work or comparable field; special education; psychology or rehabilitation; statistics; public relations. Ability to handle sensitive contacts with & resolve complaints & concerns from representatives of state facilities, community programs & other governmental agencies & public; deal with many variables & determine specific action; gather, collate & classify information about data, people or things; develop & edit program policies & guidelines; assess needs of defined population & develop services to meet those needs & evaluate effectiveness of services delivered.
