Job description
The incumbent performs responsible supervisory and professional level capital project management, development plan review, and traffic engineering work. Assists City Engineer with the administration of the Engineering Department and serves as Acting City Engineer in the absence of the City Engineer. Capital improvement projects include utilities, stormwater, transportation, city facilities, parks, golf course, traffic signalization, and beautification projects. Review work involves the review of plans, specifications, and reports of developers and consultants. Traffic engineering work includes making traffic engineering recommendations in regards to traffic operations and safety. Design work includes the production of engineering plans and specifications for capital improvement projects and the preparation of official record drawings. Work assignments are received both orally and in writing. Work is performed with considerable latitude and independence in judgment and decision-making within established policies, procedures, rules, regulations, and guidelines. Work is reviewed through observation, conferences, periodic inspection, and for results obtained.
- Manages engineering consultants and city employees in the investigation, development, and design of municipal projects.
- Reviews and recommends the approval of plans and specifications for streets, drainage, water, sewer, and reuse installation, sidewalks, and other municipal improvements.
- Reviews development projects to ensure conformance with City regulations; reviews plans; interprets deeds, plats and right-of-ways.
- Performs civil engineering work in conjunction with the design and operation of capital improvement projects and infrastructures.
- Coordinates traffic and transportation activities with federal, state, county and other municipal agencies as well as with other City departments and consulting engineers.
- Communicates and meets with the public, contractors, developers, project engineers, and owners; responds to inquiries and complaints; answers questions and provides requested information.
- Reviews traffic studies and requests for traffic calming including sight distance, signage, and traffic related issues.
- Provides professional advice and recommendation in resolving problems and improving municipal operations.
- Prepares plans, specifications and cost estimates of proposed municipal projects.
- Administers the construction of capital improvement projects.
- Visits construction jobsites to ascertain job progress and specification or code compliance.
- Manages and coordinates work schedule of engineering inspection team.
- Performs other assigned duties as assigned.
- Bachelor’s Degree in Engineering with major course work in Civil Engineering;
- Five (5) years of progressively responsible experience in civil engineering including two (2) years in a supervisory or management role.
Licenses, Certifications or Registrations:
- Must possess and maintain a valid Florida driver’s license. Candidates who possess a valid out of state driver’s license must obtain a Florida license within ten (10) days of hire.
- Must possess registration as a Professional Engineer in the State of Florida or the ability to obtain the Florida license within six (6) months of employment.
- Knowledge of principles and practices of civil engineering as applied to the design, construction, and maintenance of municipal public works projects.
- Knowledge of the legal statutes and ordinances pertaining to engineering and public works projects.
- Knowledge of construction standards, methods, materials, and equipment, particularly as applied to public works projects.
- Ability to conduct engineering research, to write technical reports, and to provide reliable recommendations on traffic and transportation issues.
- Ability to adapt approved engineering methods and standards to the design and construction of a variety of municipal public works projects.
- Ability to plan, assign, direct, and evaluate the work of subordinates.
- Ability to prepare and interpret engineering plans and specifications.
- Ability to perform technical research and calculations and to present findings and recommendations clearly.
- Ability to establish and maintain effective working relationships with other employees, contractors, developers, and the public.
- Ability to communicate clearly, both orally and in writing.
- Ability to deal with mental demands such as deadlines, personnel matters, and work related emergencies.
- Ability to learn simple and complex tasks.
- Ability to complete tasks unassisted once trained.
- Ability to operate a motor vehicle.
- Ability to work regularly scheduled hours.
- Ability to work in small, enclosed, or partially enclosed areas.
- Ability to work in areas that may be considered cool or warm for periods of time from ten minutes to eight hours.
- Ability to use a typewriter or computer keyboard.
PHYSICAL DEMANDS:
The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: climbing, manual dexterity, handling, hearing, kneeling, lifting, mental acuity, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
