Associate Director, Public Space Regulation Division
Job description
This position is located in the District Department of Transportation (DDOT), Operations Administration (OA), Public Space Regulation Division (PSRD). This position is responsible for managing the occupancy of public space by private entities, including public utilities, through the issuance of public space permits, inspection of work zones in public space, and the excavation and restoration of the right of way (ROW); and severs as the principal point of contact for DDOT's residential, municipal, federal, industrial, commercial and institutional public space permits.
Duties and Responsibilities
Plans, directs, and manages program operations through four (4) divisions (Plan Review, Public Space Inspections, Permitting and Customer Service) through subordinate managers. Manages a technical, professional, and administrative workforce of approximately eighty (80) occupying positions such as engineering technicians, engineers, managerial, professional, and administrative support; and provides human, fiscal and other resources for the overall operation of PSRD. Oversees all inspection forces in the public Rights of Way (ROW) space; and plans and directs inspections for ROW/space to ensure compliance with policies, regulations, and laws.
Ensures that the District's public space is safe, functional, beautiful, and complies with laws and oversees and monitors all activities which may impact public space projects and enforce the regulations governing such activities. Ensures that subordinate divisions provide technical, administrative, and customer support services to permit customers to ensure that all public space projects, including new developments, utility repairs and major renovation projects are compliant with the rules and regulations set forth in the District of Columbia Municipal Regulations (DCMR). Provides guidance and advice to the Chief Engineer, Chief Operations Officer, and Agency Director on strategies, policies, and programs to improve the permit process; and recommends policy revisions and is accountable for effective program implementation. Coordinates and oversees the review of plans and construction drawings on high priority developments, to ensure compliance with the public space laws, rules and regulations as outlined in the DCMR. Monitors and evaluates with the progress of the Administration regarding meeting goals and adjusts objectives, work plans, schedules, and commitment of resources.
Promotes customer focused communication to improve customer service by obtaining feedback from internal and external customers regarding their needs; assesses their satisfaction; and subsequently provide feedback. Ensures that subordinate staff responds promptly and proactively to requests for service and provide through, accurate and current information to customers. Responsible for meeting and exceeding DDOT's Schedule of Service delivery goals.
Qualifications and Education
This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.
Five (5) to ten (10) years of progressive management experience required.
Bachelor's Degree from an accredited college or university is required.
Advanced Degree in Business Administration, Public Administration, Public Policy, or Law preferred.

Work is usually in a controlled environment and involves some exposure to moderate risk of accidents and requires following basic safety precautions.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.
Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:
- Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
- Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
- Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
- Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
