The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Associate Project Manager I within the Operational Support & Services Unit, Water Operations Division within in the Source Water Operations Directorate, located in Shokan, New York.

The Water Operations Division plans, manages, operates, maintains and provides responsible stewardship to all NYC water supply reservoirs, dams, facilities, aqueducts, shafts, hydroelectric plants, highways, bridges and watershed lands of the Delaware, Catskill and Croton water systems upstream of the Kensico and New Croton reservoirs. The division ensures the continuous delivery of an adequate, reliable supply of high-quality drinking water through the Catskill and Delaware Aqueducts to approximately 9.5 million people in NYC and upstate communities in an environmentally healthy, safe, fiscally responsible and efficient manner while maintaining compliance with the provisions of the Supreme Court Decree of 1954 and all other applicable environmental, health and safety laws and regulations. The division leaders must lead and ensure a talented, well trained, motivated and equipped workforce that is capable and flexible at accomplishing current and future tasks. The division provides support to other DEP units operating in the Division’s area of responsibility and maintains communications with local governments, regulatory agencies and other stakeholders for better cooperation during routine and emergency situations.

Under general supervision, of the Operational Support & Services Section Associate Project Manager II, the Associate Project Manager I will perform project management support of moderate difficulty and responsibility to the Operational Support and Services (OSS) Section and Water Operations Division as needed. This includes projects to improve facility communications, which includes upgrading existing systems for high-capacity fiber from the utility providers and providing access to Wi-Fi and cellular services at our facilities. The APM I will also provide support to the Deputy Chief with continuing to work with Bureau of Environmental Planning & Analysis (BEPA) for State Historic Preservation Office (SHPO) approval for demolition of City structures, support OSS and Shokan Region with various project management duties, address Dig Safe NY mark-out requests in the Downsville, Grahamsville, and Shokan Regions, assist with processing Environmental Permit renewal applications and participate in providing annual training to Water Ops staff on Environmental Management Plans and Hurricane Preparedness activities. Specific duties include:

  • Providing project management support of moderate difficulty and responsibility to the OSS Section and Water Operations Division as needed including projects to improve facility communications.

  • Working with BEPA to complete and submit the necessary City Environmental Quality Review Act (CEQRA) documents to gain SHPO approval for demolition of City Structures and work with MS&B to submit the necessary new needs funding requests annually. Developing contract specifications for a replacement to the current CRO-603 contract for demolition of additional BWS facilities. Working with BEPA to complete the required cost benefit analysis needed to gain SHPO approval for demolition of the Shokan Region City Houses and Old Electric Shop.

  • Addressing the Dig Safe NY mark-out requests for the NYC Water West service areas throughout the Downsville, Grahamsville, and Shokan Regions. This may require consultation with Engineering and Construction Surveyor staff to ensure no impacts to NYC infrastructure.

  • Working with regional staff to complete and submit initial and renewal of various Environmental Permits such as Petroleum Bulk Storage, Chemical Bulk Storage, State Pollutant Discharge Elimination System (SPDES), and waste transporter permits.

  • Providing training to Division staff on Environmental Permits and Hurricane Preparedness issues.

  • Working with BWS Planning and Water Ops Regional and Deputy Section staff to maintain and update the Agency’s Continuity of Operations Plan (COOP) on a semi-annual basis.

License Requirement

At the time of appointment, candidates must possess a Motor Vehicle Driver License valid in the State of New York. Employees must maintain this license for the duration of employment.

Some of the physical activities performed by Associate Project Managers and environmental conditions experienced are: walking to and from inspection sites and during the course of inspections; climbing and descending ladders or stairs to get to areas to be inspected, including exposed heights and confined spaces; standing for extended periods of time; distinguishing colors; bending, stretching, and stooping during inspections; communicating orally; climbing over and around various objects; walking in areas that may be damp, moldy, dark, dusty, smoky, vermin infested, noisy, acrid, or containing fumes, emissions, extreme heat and cold, lead dust, asbestos, or other potentially hazardous material; and working outdoors in all kinds of weather.

Special Working Conditions: Associate Project Managers may be required to work shifts including nights, Saturdays, Sundays, and holidays.

Minimum Qual Requirements

Qualification Requirements
One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, architectural technology, landscape architecture, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
2. A four-year high school diploma or its educational equivalent and five years of experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in “1” above to make up the equivalent of five years of education and experience. One year of experience credit will be given for (a) each 30 semester credits of college or university education leading to a bachelor’s degree from an accredited college or university in engineering, engineering technology, architecture, architectural technology, landscape architecture, business administration or public administration; (b)
a Masters degree from an accredited college or university in one of the disciplines described in “1” above; or (c) a valid New York State license as a Professional Engineer, Registered Architect, or Registered Landscape Architect.

Experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

4. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.

5. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience as described in "1" above in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.

Preferred Skills

  • Proficiency in Microsoft Office including Word, Excel, Outlook, Power-Point, and Project

  • Proficiency in AutoCAD

  • Experience or familiarity with Financial Management System (FMS)

  • Ability to navigate Citytime timekeeping program

  • Ability to navigate a Computer Maintenance Management System on a desktop computer and on a Tablet

  • Ability to work well with other employees on a one-on-one basis

  • Exhibits good communication skills

  • Stays abreast of current Agency policies and procedures

  • Exhibits good time management skills

  • Exhibits good writing skills
