The Rockhill Group, Inc. is seeking an ASTRO Program Manager to support and lead our existing federal business within our ASTRO contract vehicle. The ASTRO Program Manager will lead the business development function to manage and maximize ROI on all IDIQ Task Orders, specific to ASTRO.

This position reports to the Director of Business Development. The individual is responsible for developing and executing winning strategies for task order opportunities and must utilize an in-depth understanding of the unique capture and proposal requirements needed to win Task Orders. This individual will help execute the company’s vision, drive business results, and lead strategic growth in a highly competitive environment. The ASTRO Program Manager will negotiate with subcontractors as part of a winning team strategy.

Job responsibilities include:

IDIQ Strategy and Leadership

• Provides the necessary leadership and guidance to achieve and surpass revenue, profit, growth targets, and increase win rates
• In collaboration with the Director of Business Development and Director of Operations oversee the development and implementation of growth strategies on the vehicle(s)
• Develops growth strategies and roadmaps that encompass the full range of capabilities, as well as future offerings, offered to our customers
• Collaborates with company Directors to gather the information and data required to develop task order win strategies
• Cultivates new and existing teaming relationships
• Research companies and identify teammates and partners
• Analyze, maintain, and present metrics to assist with vehicle trends and pipeline development

Research and Pipeline Development

• Collaborates with the Director of Business Development to drive results and deliver on new business growth goals
• Identify and qualify new business opportunities and maintain pipeline within the scope of company’s existing capture management discipline
• Monitor and manage potential Task Orders (TO’s) on ASTRO contract vehicle
• Makes bid/no-bid recommendations on GWAC/IDIQ opportunities
• Initiate/develop and maintain all internal/external websites and marketing materials and collateral for specific contracts
• Identifies and qualifies task order opportunity leads
• Tracks opportunities post-submission, which may include interfacing with Government customers

Proposal Development

• Active “hands-on” manager in capture and proposal development
• Supports the analyses of the RFP/RFQ requirements
• Performs as a proposal writer/editor on past performance volumes, capability statements, short narratives, resumes and smaller bids

Relationship Management

• Ensures outstanding communication and coordination with internal/external IDIQ/GWAC stakeholders
• Manage and maintain ASTRO partner ecosystem
• Interfacing with the customer(s), teammates and meeting internal requirements

Required Qualifications:

• Bachelor's degree and 5 plus years or more of related experience in program management or equivalent
• 3 plus years' experience running IDIQ task order contract
• Ability to obtain and maintain a DoD Secret Security Clearance

Desired Qualifications:

• Demonstrated knowledge of IDIQ contract execution (ie. OASIS)
• Project Management Professional Certification (PMP)
• Expert Skills in Excel, Gant, dashboards and pivot tables
