Job description
Under the direction of the County Auditor, performs high level and complex audits as assigned. Coordinates and supervises financial, compliance and performance audits assigned to staff to ensure each audit is completed in accordance with Generally Accepted Government Auditing Standards (GAGAS) and the Institute of Internal Auditor (IIA) Standards. Assists the County Auditor with the annual countywide risk assessment and the internal audit plan. Performs periodic reviews of completed audits in accordance with the office’s quality assurance and improvement program. Provides input into office policies and procedures revisions. Participates in personnel decisions such as hiring, performance appraisals and discipline. Performs other duties as assigned.

Minimum Qualifications
  • Graduation from an accredited college or university with a Bachelor’s degree is required.
  • Five (5) years of work experience as an internal/external auditor working at a governmental agency or private entity is required.
  • Two (2) years of full-time work experience supervising audit staff and projects is required.
  • In good standing as: Certified Public Accountant (CPA), Certified Internal Auditor (CIA); Certified Government Audit Professional (CGAP); Certified Fraud Examiner (CFE), Certified Risk Management Assurance (CRMA); Certified Information Security Manager (CISM); OR Certified Risk and Information Systems Control (CRISC) is required.
  • Valid driver’s license is required.

Preferred Qualifications

  • Graduation from an accredited college or university with a Master’s degree in Business Administration or Public Administration.
  • In the process of a obtaining a second credential, such as: Certified Public Accountant (CPA); Certified Internal Auditor (CIA); Certified Government Audit Professional (CGAP); Certified Fraud Examiner (CFE); Certified Risk Management Assurance (CRMA); Certified Information Security Manager (CISM); OR Certified Risk and Information Systems Control (CRISC).

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS

Working knowledge of GAGAS and the IIA International Standards for the Professional Practice of Internal Auditing. Through knowledge of internal control concepts and procedures and the ability to accurately assess an internal control environment. Skill observing an entity’s operations and documenting those observations with narratives or flowcharts. Skill evaluating documentation for accuracy and reliability to ensure the audit results are substantiated. Ability to maintain an attitude of professional skepticism throughout the audit process. Ability to interact with auditees in resolving difficult audit issues. Ability to ascertain compliance with laws, ordinances and regulations. Skill identifying errors, irregularities and illegal acts and taking appropriate action. Ability to interact with staff in a professional manner and provide direction to staff when needed. Ability to maintain confidentiality regarding audits and personnel matters. Excellent verbal and written communication skills. Ability to manage multiple projects effectively. Ability to make policy recommendations and develop/coordinate programmatic changes. Knowledge of Microsoft Office Suite.
