ACRS seeks a full-time Behavioral Health Services Department Director who is responsible for the overall day-to-day operations of and the strategic development of the state licensed Behavioral Health Services (BH) Department. Ensures the delivery of quality multilingual, multicultural clinical services within a whole person, integrated care framework and in compliance with state and federal guidelines. Responsible for ensuring the financial health of the department, supporting program staff and meeting the needs of the Asian, Native Hawaiian and Pacific Islander (ANHPI) communities. Directly supervises program management staff. Studies and analyzes service outcomes and community needs to drive continuous improvement and strategic direction. Interprets agency programs and services to individuals or groups outside the agency with attention to cultural relevance/competency, diversity, equity and inclusion. Is a leader in advocating for health equity in public and private sectors towards ending disparities.

ESSENTIAL JOB FUNCTIONS:

  • Strategically plans, organizes, and oversees the day-to-day operations of the BH program. Ensures that program and contract requirements, goals and standards are met. Monitors overall quality of services, works with staff to achieve department-identified goals. Develops program policies and procedures.
  • Conducts integrated program planning and development to meet the BH program needs. Researches and determines availability of untapped resources as appropriate to needs and program/agency goals. Makes recommendations for development of new services or enhancement of existing services. Develops and prepares proposals for new and/or expanded services and funding. Implements new and/or expanded services.
  • Monitors overall staff performance and assists department staff through individual and group conferences in understanding of program issues, effectiveness and goals. Directly supervises program management staff and conducts performance reviews. Enforces agency personnel policies and procedures, resolves departmental personnel issues; oversees staffing, participates in hiring/firing process. With clinical management team, ensures staff clinical training needs are met.
  • Manages program contracts. Conducts contract negotiation. Assures contract compliance and achievement of contract objectives, submits contract reports as needed. Prepares for and staffs program audits/reviews/site visits. Develops and maintains relationships with funders.
  • Develops, monitors, analyzes and is accountable for all program service and financial reports for the BH program. Working with the Deputy and Finance Directors, develops and oversees the budget for the BH program.
  • Represents agency in community planning processes for BH-related issues. Attends community meetings. Promotes and maintains working relationships with other agencies and funders. Advocates for and promotes culturally relevant and competent services, with attention to diversity, equity and inclusion. Advocates on behalf of ANHPI communities.
  • Promotes and maintains overall communication flow within the BH program, between program staff and management, and with other internal agency departments. Plans and conducts department staff meetings. Communicates and coordinates with other departments.
  • Other job-related duties as assigned by management.
