POSITION: Benefits Administrator
DEPARTMENT: Office of Human Resources
HOURS OF WORK: Full-time (35 hours/weekly) Monday, Tuesday, Thursday 8:30 AM – 4:30 PM; Wednesday 8:30 AM – 7:30 PM; Friday 8:30 AM – 12:30 PM.
SALARY: $1,136.05 - $1,254.40 Weekly (Non-Union, FLSA Exempt, Confidential Employee)
POSITION SUMMARY:
Reports to the Director of Human Resources, The Human Resources Benefits Administrator is responsible for supporting, administering, and managing the benefits administration needs of the City of Medford Human Resources Department. The Benefits Administrator is responsible for performing complex, administrative, and professional work assisting in the management, operation, and enhancement of the benefits function. Works closely with the Director to administer day-to-day employee and retiree benefit programs, processing, and customer service needs, as well as continuously evaluating the City’s benefit options, programs, and initiatives.
SUPERVISION: Reports to the Director of Human Resources.
RESPONSIBILITIES:
  • Administers the day-to-day operations of the Human Resources Department’s benefits administration program which includes employee and retiree health and dental insurance programs and other benefits such as life insurance, voluntary plans such as disability insurance, employee savings plans such as deferred compensation and flexible spending accounts, COBRA compliance and notices, other related benefit provided or required by the City Ordinances, applicable state and local laws and collective bargaining agreements.
  • Advises and informs employees of changes and developments relating to benefits including eligibility, coverage, including developing materials, sending regular notices, communicating with union representatives as needed,
  • Serves as the primary contact person for all benefit providers and vendors.
  • Recommends changes or modification to employee benefit options.
  • Updated various employee information sources important and relevant benefit-related information and programs.
  • Conducts audits of all plans to ensure information, enrollment and records are accurate. Oversee relevant compliance requirements such as the Affordable Care Act, COBRA, Medicare, etc.
  • Monitors and reviews carrier reports, benefit summaries and SPDs, and collective bargaining agreements to ensure the organizations compliance with applicable requirements.
  • Works with payroll and finance staff to develop and support related personnel policies, procedures, and practices.
  • Develops strong relationships with management and department staff, including but not limited to the staff of the financial departments, school department retirement department, as well as applicable union representatives.
  • Maintains a strong relationship with the Medford Public Schools Human Resources staff and benefits team and coordinates communications and related benefit functions with school HR staff when needed.
  • Maintains a consistently elevated level of quality customer service and patience when addressing and supporting city staff, retirees and when communicating with those outside of the organization.
  • Manages the City’s unemployment obligations, communicates post-employment benefit and unemployment information with exiting employees.
  • Maintains knowledge of trends, developments, and best practices in benefits administration.
  • Maintains a keen sense of urgency, strong and deliberate attention to detail, a commitment to confidentiality and the ethical and professional administration of municipal human resources, and a dedicated commitment to the success of the entire Human Resources team.
  • Perform other related duties as required.

CONFIDENTIALITY:
Regular access to a wide variety of department-level confidential information, including but not limited to personnel records, criminal investigations, court records, financial records, medical records and drug screening.
EDUCATION & EXPERIENCE:
  • Bachelor’s degree in human resources, business, public administration, or related field; minimum of three years’ experience in public sector employee and/or retiree benefits administration, or related field. Working knowledge of health insurance plan administration and benefits administration, unemployment administration, and federal and state related laws.
  • Any equivalent combination of education and experience as determined by the city.
  • Certified Employee Benefits Specialists are encouraged to apply.

KNOWLEDGE SKILL & ABILITIES:
  • Knowledge: Working knowledge of health insurance plan administration and benefits administration, unemployment administration, and federal and state-related laws.
  • Ability: Ability to maintain complex records. Strong attention to detail with ability to establish and maintain record keeping systems. Ability to prioritize multiple tasks and deal effectively with interruptions, often under considerable time pressure.
  • Skill: Excellent organizational, planning, decision-making, public speaking, and written communication skills. Operates computer equipment and various software systems, including working knowledge of Excel and Word and other Microsoft tools.

PHYSICAL REQUIREMENTS:
While performing the duties of this position, an employee is regularly required to sit, stand at a counter for an extended period, sit, talk, or hear, in person and by telephone, and use hand to finger, handle, feel or operate standard office equipment.
WORK ENVIRONMENT:
Work is performed in a busy library environment with frequent interruptions. The noise level in the work environment is usually low to moderate.
