Actively supports and upholds the City's stated mission and values. This position has responsibility for performing technical work involving the processing of permit applications, administrative completeness reviews, creating administrative deficiency letters, routing plans for department reviews, calculating fees, generating reports, and assisting the public.
Under the direction of the Building Official, this employee receives and records plan review logs, and tracks various permits being processed; provides information to developers, contractors, homeowners, members of the public and private agencies at the counter and by telephone; and maintains related files and records.

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)
- Provides excellent customer service to both internal and external customers.
- Reviews building submittals of construction plans, specifications, design drawings, calculations, and other supporting documentation for accuracy, completeness and conformance with governing codes, state regulations and local amendments. Deficiency letters are created and sent to the applicant for building submittals that are deemed incomplete.
- Performs basic plan reviews (i.e. decks, patio covers, covered porches, minor non-structural interior remodels, solar PV systems).
- Consults with engineers, architects, and contractors concerning codes, permits, and plan review items and provides general information to the public.
- Process projects that are approved through 3rd party plan review.
- Calculates and determines building permit and plan review fees.
- Maintain a variety of permit tracking reports to ensure all departments are meeting the required deadlines.
- Track application dates and send certified letters to applicants who's permit application is nearing expiration.
- Provides specific feedback to designers through phone calls, letters, emails, or meetings as required to solve problems prior to issuance of a building permit.
- Answers questions and advises the public by telephone or at the counter concerning the various building codes and plan check requirements.
- Maintain the building plan filing system for both plans in review and issued building plans.
- Performs routine clerical duties as required, including but not limited to: typing reports and correspondence, copying and filing documents, retrieving files, entering computer data, completing and processing various forms and maintaining inventory.
- Other duties as assigned.
MINIMUM REQUIREMENTS
- High school diploma or G.E.D.
- Three years of customer service experience, including technical or administrative experience in a construction, real estate, or building department setting.
- Three years of experience with drafting, sketching, and/or working drawing preparation with an emphasis on reading construction plans and understanding the industry standards.
- Three years of experience in working with computers, including proficiency in Microsoft based programs, typing, and database entry skills.
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING
- Possess additional International Code Council (ICC) certifications directly related to the position.
- Technical or college level courses in building design, inspection, construction, or a related field.
OTHER REQUIREMENTS
- Must possess, or obtain upon employment, a valid Arizona driver's license.
- Must obtain International Code Council (ICC) Permit Technician certification within one year of employment date.
- Regular attendance is an essential function of this job to ensure continuity.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)
- Considerable knowledge in identifying components of construction plans, specifications and structural calculations.
- Considerable knowledge of architectural and engineering plans.
- Proficient skill in operating Microsoft Office Suite.
- Skill in interpreting applicable codes, requirements and ordinances.
- Skill in determining building violations and recommending appropriate measures to achieve compliance.
- Ability to recognize complete building submissions and determine if City specifications are met.
- Ability to communicate effectively both verbally and in writing.
- Ability to consult with building owners, developers, architects, and contractors and to effect satisfactory relationships.
- Ability to establish and maintain effective working relationships with other employees and the general public.
- Ability to use automated software for tracking projects, daily schedules, and work programs.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
- While performing the duties of this job, the employee is frequently required to stand, use hands to finger/handle/feel, reach with hands and arms, talk or hear. The employee is regularly required to walk, sit, climb or balance, stoop, kneel, crouch, and or crawl.
- The employee must occasionally lift and/or move up to 50 pounds.
- Vision requirements for this position include close vision, distance vision, and the ability to adjust focus.
- Working conditions include occasional exposure to outdoor weather conditions.
- The noise level in the work environment is usually moderate.
