SoftDev is seeking a qualified candidate to serve as a Business Analyst working on a Federal Government program under the Agency for Healthcare Research and Quality. The Business Analyst will be responsible for understanding the current system, gathering and eliciting system requirements from stakeholders, and contributing to wireframe development during the system design, development, and after the system's launch. This role is also involved with performing Alpha and Beta testing of the system prior to release along with documenting and maintaining the system's Technical Guide.Key Duties & Responsibilities:
- Conduct systems analysis to familiarize with the existing system.
- Facilitates meetings with customer, stakeholders, and internal technical and operational teams.
- Engage with customer staff and other identified stakeholders to identify the most relevant features and limitations of the existing system. Use this understanding to inform the development of a new system with comparable and improved functionality.
- Elicit, develop, and prioritize user and system requirements for database migration from the existing system and development of the user interface, including the application processing, catalog management, and data use agreement submission/tracking.
- Elicit, develop, and prioritize user and system requirements for the public facing elements of the system, including user registration and login, user account management, and ordering functionality.
- Document requirements in the form of epics, features, and user stories.
- Serve as translator between technical teams and business stakeholders to collect, clarify, analyze, and translate business requirements into documentation and visual design.
- Contribute to the detailed implementation plan for the system approach and workflow diagrams illustrating how the system will function.
- Contribute to developing wireframes illustrating the planned system to be developed representing the system functionality.
- Conduct thorough alpha testing of the system internally before customer review, including accessibility testing to ensure that the system is 508 compliant.
- Conduct thorough beta testing and quality check reviews of the system internally prior to customer review.
- After system release, gather and document feature requirements for functionality required to refine and streamline the system, including wireframes.
- Collaborate with necessary team members to prepare a system Technical Guide that provides the technical information needed to re-create the website in the event of a catastrophic loss to the server, including documentation of any customized coding. The goal for the Technical Guide is to maintain consistent website operations with little or no loss of information, this includes operating instructions for using the system which will be updated annually.
- All other duties as assigned or directed.
- Bachelor's degree or higher in business analysis, business administration, Healthcare, Information Technology, or relevant field.
- 3-5 years of Business Analyst experience in a fast-paced application development environment.
- Proven experience in eliciting requirements.
- Understanding of the full software development lifecycle (SDLC) including recent experience in an agile environment.
- Excellent written and verbal communication skills, including technical writing skills.
- Superior presentation and negotiation skills.
- Strong management and organizational skills.
- Adaptable and capable of working in fast-paced environments.
- Experience working on contracts with the Agency for Healthcare Research and Quality (AHRQ) preferred.
- Working knowledge of the Healthcare Cost and Utilization Project preferred.
- Working knowledge of data abstraction projects preferred.
- US Citizen or Green Card Holder.
This opening is contingent upon contract award and is in direct support of a contract at the AHRQ.
