Summary of position/daily activities:
A growing information technology, data analytics, and customer engagement company in the Greater Washington DC area is seeking a Business Development and Capture Manager who has proven experience establishing or growing an existing federal civilian agency portfolio (for example, U.S. Department of Health and Human Services, U.S Department of Labor, U.S Department of Commerce, U.S Department of Education). We are looking for a Business Development and Capture Manager who can help us establish a footprint in strategically aligned federal civilian agencies as part of our aggressive growth strategy. Help us translate AEM’s deep portfolio of cloud IT, data analytics, grants management, and customer engagement expertise into new wins and build adjacent markets. Provide strategic and tactical leadership to position AEM with new clients, build a qualified pipeline, create opportunity win strategies, generate winning solutions, and drive proposal development. The right candidate will have the opportunity to build on their experience, network and successes developing work in agencies new to AEM.
General responsibilities include leading management and staff through all stages of the business development and capture management process with a focus on developing high quality strategies and solutions to win new business. The Business Development and Capture Manager works closely with senior management and the capture and proposal team to build upon existing programs/capabilities/relationships and to develop, influence, and shape AEM market strategies to support growth targets.

Specific Business Development and Capture Manager activities include:
- Develop customer relationships, account strategies, a qualified pipeline, and build industry relationships
- Obtain market intelligence and competitive data pertaining to potential targeted pursuits, and develop marketing strategies
- Complete opportunity lifecycle management from identification to qualification, capture, and win
- Develop and brief Gate Reviews, bid/no-bid recommendations, pursuit, and capture strategies
- Execute customer contact and positioning; teaming interactions; and coordination with other internal business development resources
- Shape acquisition strategies by leveraging client relationships (to include contracts and programmatic personnel), company capabilities and experience, partners, and contracting vehicles
- Lead and/or assist with capture management and work with Proposal team to develop, edit, and evaluate technical and management aspects of proposals, build client intimacy and knowledge to produce differentiated bids
- Work with AEM technical staff to understand and position our capabilities and differentiators, and ultimately articulate our value proposition to clients
- Lead and/or support the preparation of proposal and RFI responses
- Prepare draft Executive Summaries
- Develop price to win strategies and analysis
Basic qualifications/experience (the
required qualifications
which are critical
to be considered for the position:
- Minimum of seven (7) years’ capture management experience with a win record valued at $25 million+ total contract value (TCV) and building/maintaining qualified pipelines of over 100M+ TCV
- Ability to work multiple opportunities concurrently
- Experience winning work in a new agency (for example HHS, Labor, Commerce)
- Experience developing and successfully working a qualified pipeline of contract opportunities
- Excellent written/verbal communication skills including presentations to large groups
- Ability to work efficiently in fast-paced, time-sensitive, and often multi-tasking environment
- Knowledge of federal contracting regulations and processes
- Strong familiarity with industry-standard business development, capture and proposal processes and lifecycle
- Awareness of relevant federal civilian agency politics and initiatives
- Experience with grants management, cloud IT, and data analytics is preferred
Desired skills/certifications (any additional skills desired but not required to be considered for the position):
- Bachelor’s degree and at least ten years of professional experience working in a related area.
- Ability to work for any employer in the US without sponsorship.
- This position may be subject to a government “Position of Trust” (5C) and background investigation.
- Experience with federal civilian agency technology infrastructure and processes is a plus
