OPPORTUNITY
The McKinney-Vento and Foster Youth Program Associate will work under the leadership of the Student Services Programs Manager to build a robust program to ensure the educational success of students experiencing homelessness and those involved in the foster care system. The Program Associate will support the development of tools and systems to guide schools and the Student Services Program Team to better identify eligible students, assess their needs, and implement supportive services and programming. In addition, Program Associate will co-create and facilitate professional development to train school personnel in the implementation of the McKinney-Vento Homeless Assistance Act, and CA Ed Code pertaining to homeless and foster youth. The Program Associate will cultivate relationships and develop partnerships with key agencies and community stakeholders to create opportunities for schools to link students and families to appropriate community services to address non-academic barriers to learning.

This is a district office position which will require travel to school sites and the McKinney-Vento and Foster Youth Program Associate works year-round. This is a grant-funded position, ending on June 30, 2023.

ESSENTIAL RESPONSIBILITIES
Program Implementation
> Provide expert guidance and technical assistance to schools and Student Services Program Team in the implementation of McKinney-Vento Homeless Assistance Act, and CA Ed Code AB490 and AB1806.
> Track and coordinate response to requests for school enrollment, school records, and foster placement changes, to ensure complete and accurate execution in accordance with the McKinney-Vento Homeless Assistance Act and CA Ed Code.
> Coordinate and facilitate Best Interest Determination meetings.
> Regularly audit program data to ensure accuracy and compliance with the McKinney-Vento > Homeless Assistance Act and CA Ed Code.

Support Program Development
> In collaboration with the Student Services Programs Manager, develop a suite of comprehensive program tools and resources to guide school personnel and Student Services Program Team in providing programmatic supports to meet the needs of homeless and foster youth and in compliance with all aspects of the McKinney-Vento Homeless Assistance Act and CA Ed Code.
> Develop and maintain systems and tools to strengthen the identification of homeless and foster youth in our schools to comply with the McKinney-Vento Homeless Assistance Act and CA Ed Code. Includes ongoing interdisciplinary collaboration with data and analytics, operations, communication, and counseling teams.
> Develop and implement a school accountability system to ensure school level compliance with the McKinney-Vento Homeless Assistance Act and CA Ed Code. Provide technical assistance to school personnel and Student Services Program Team when needed to improve program compliance.
> Develop and monitor data systems for tracking service provision as well as key programmatic and academic outcomes for homeless and foster youth.
> Coordinate to develop collateral to promote awareness of program and services.

Training and Staff Development
> Collaborate to train and support Student Services Program Team which provides direct service to schools and homeless and foster youth students. Includes co-planning and co-facilitating regular team meetings alongside Student Services Programs Manager.
> Develop and facilitate a differentiated professional development series to ensure all school personnel and on-site community partners have the information and training needed to support homeless and foster youth and be compliant with the McKinney-Vento Homeless Assistance Act and CA Ed Code.

Develop Supports and Services
> Develop a menu of resources to support homeless and foster youth.
> Build relationships and partner with local government and community organizations which can forward our mission to serve the needs of homeless and foster youth.
> Seek out and collaborate with internal and external service providers to coordinate support services and resources for students and their families.

QUALIFICATIONS
As an ideal candidate, you will

> have a Bachelor’s degree (required); Master's degree highly preferred in social work, school counseling, or related field
> have at least two years of experience working in education, social services, or youth-services
> possess exceptional organizational skills which lend to diligently tracking urgent and time-sensitive tasks bound by federal and state compliance regulations.
> be a systems thinker capable of translating programmatic vision into tangible tools and resources
> possess strong analytical skills with an ability to use data to drive programmatic decision-making
> have a solution-focused customer service orientation
> have excellent interpersonal skills with an ability to build and maintain strong positive relationships with school and district office staff members, representatives from other school districts and agencies as well as community partners.
> have excellent communication skills with an ability to write and speak clearly and effectively
> demonstrate a deep commitment to continuous improvement including an openness to coaching from managers and other team members and a drive to learn and grow.
> have a desire to work on a team which values a passion for excellence, personal responsibility and accountability, be willing to go above and beyond to pursue results for students, yet is flexible and meets stakeholders where they are at
> be fluent in MS Office Word/Docs, Excel/Sheets, PowerPoint/Slides, and Outlook
> have knowledge of the foster care system, systems to support the individuals experiencing homeless, McKinney-Vento or CA Ed Code AB490 a plus
> be dependable, humble, have a sense of humor and a rock-solid commitment to Green Dot’s mission and the communities we serve
> have a valid CA driver’s license: employment will require travel
> need to pass a TB test and background check at time of offer
> need to be fully vaccinated against COVID-19 (submission of proof of vaccination will be required)

COMPENSATION
The starting salary range for this position is $62,500 - $72,500, based on experience. This position also qualifies for a one-time $2,500 signing bonus, paid in two installments after months 6 and 12 of employment (subject to change). This is a grant-funded position, ending on June 30, 2023.
