Summary of Functions
The Administrator is responsible for leadership, administration, and fiscal management of all aspects of Camas Path health care services provided by Camas Path-Medical and Dental Clinic, Purchased and Referred Care, and the Billing Department.
Essential Duties and Responsibilities
- Plans, directs, and ensures implementation of the systematic and coordinated delivery of quality health care and support services to Kalispel Tribal and Community Members.
- Serves as a positive role model for professional and ethical management behavior and promotes an awareness and understanding of positive ethical and moral principles that is consistent with the Kalispel Tribe’s and Camas Path’s vision, mission, philosophy, and values.
- Oversees patient care services, ensuring that the highest quality of clinical and preventive services consistent with healthcare accreditation and public health standards are being met and/or are exceeded.
- Oversees and ensures the professional delivery and operation of the Camas Path Medical and Dental Clinic.
- Oversees the development and management of Camas Path-Health care budgets, ensuring that operations are within approved budgets on a fiscal year basis.
- Works closely with Camas Path Executive Director, the Kalispel Tribe Finance Department, and healthcare staff to prepare and monitor budgets, budget reports, grants management reports and financial forecasting.
- Ensures continued compliance with all applicable rules and ethical standards, including client confidentiality and privacy (HIPAA and Federal Drug and Alcohol Regulations); and legislative/regulatory rules and requirements as established by Tribal, State or Federal agencies or applicable independent accreditation bodies.
- Ensures that administrative, personnel and clinical policy and procedure manuals are developed and adhered to; and are revised as necessary and reviewed at least annually.
- Ensures that sufficiently qualified personnel are employed to provide quality health care treatment and support services, and that all persons providing professional services are properly registered, certified, or licensed by the appropriate Tribal/Federal/State agency.
- Works collaboratively to ensure that the Community is aware of, and has access to quality medical, dental health care.
- Works with facility managers to ensure that adequate facility security, patient safety and other special needs of patients are being met.
- Provides guidance, direction, management and support to director level, supervisory level, and professional staff members in a secure and positive work environment.
- Designates and assigns the responsibilities of clinical supervision to qualified staff members.
- Responsible to oversee employees and actions for effective billing and collections systems, in collaboration with the Kalispel Tribe Finance Department, to maximize clinical funding and use of third-party resources; Ensures the review and approval of contractual relationships with insurers, hospitals, physicians, specialists or other providers.
- Develops and maintains working relationships with appropriate Tribal, Federal, State and/or local agencies concerning the provision of health care services; develops joint programs and agreements with external agencies or individuals to support quality, cost-effective health care.
- Develops and implements overall Camas Path Health Care goals and objectives through operating and marketing plans. Works with Planning and Grants department to seek alternative funding resources.
- Works with the Camas Path Executive Director on organization/management structure to streamline and promote the effective delivery of professional level services.
- Reports to the Executive Director on a regular basis and provides status reports regarding staffing, budget, and clinical issues; makes recommendations for program and policy changes.
- Maintains open, honest, and timely communications to the Tribal Council, Camas Path Board, peers, staff, and community members.
- Monitors and analyzes federal and state health policy, legislation, and regulations to determine future strategies; develops and recommends positions on key state and federal legislative and regulatory initiatives that will influence Camas Path health care services.
- Serves as member of healthcare related boards, committees, workgroups as assigned.
- Additional duties as assigned.
Supervisory Responsibilities
The Healthcare Administrator directly supervises the Dentist, Physician/Director of Medical Services, Purchased and Referred Care Coordinator, Clinic Reception staff and other staff as assigned. The Healthcare Administrator carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving issues.
Education
- A minimum of a master’s degree in Health Care Administration or Public Administration or related health care field.
Experience
- Minimum of 7-10 years’ experience as a healthcare director or administrator is required.
- Experience must include management level supervisory responsibility with professional clinicians and service providers.
- Must have complete knowledge of Tribal/Federal/State certifications and licensing requirements for professional service providers, including physicians, nurses, dentists, and other professional level clinical and service providers.
- Demonstrated experience working with budget development and management.
- Experience in healthcare management must include familiarity with medical records administration, HIPAA, federal alcohol and drug regulations and other confidentiality protocols, medical terminology and knowledge of clinic and physician/patient protocol.
Physical Demands
- This position requires significant amounts of sitting, standing, or walking and the ability to lift up to 25 pounds.
- This position may require occasional amounts of work to be performed outside general business hours. Evening meetings or sessions, weekend work or on-call status may be required.

The noise level in the work environment is usually moderate.

Experience
Required- Must have demonstrated knowledge and experience in fiscal management principles and evaluating organizational operations as they relate to policies, goals, objectives, and mission.
- Demonstrated experience working with contract/grant administration in health care setting.
- Must have demonstrated knowledge of working with contract service providers, insurers and vendors including experience with negotiating contracts and agreements.
- Must be computer literate with Microsoft Office Suite and have a working knowledge of health care specific software and billing programs.
- Must have the ability to professionally represent the Tribe in negotiation or mediation sessions, public and private meetings, and at consultations or conferences.
- Requires excellent verbal communication skills with the ability to converse at a highly professional level, including individual and group consultations and conflict resolution.
- Requires excellent organizational skills including the ability to both interpret and provide instructions and direction to subordinates, and to meet established deadlines.
- Must have strong presentation and writing skills, including the ability to draft professional reports and correspondence, procedure manuals and other professional documents.
- Must possess a thorough understanding and appreciation of the vision and needs of the Kalispel Tribe and Camas Path Health Care, while demonstrating an awareness of, and tact with culturally sensitive issues.
- Ability to work effectively with Tribal officials, Tribal Members, staff, and the public.
- Ability to analyze complex problems and determine effective, efficient means for resolution.
- Ability to interpret and apply tribal, state, and federal guidelines, and policies and procedures.
- Ability to analyze statistical data and prepare clear and concise reports and make recommendations for short- or long-term planning based on data.
- Appropriate Professional Credentials commensurate with master’s degree field of study.
- A working knowledge of the tribal-federal-state relationship, including knowledge of the Indian Health Service, and related programs is highly desirable.
