Job Description:
GENERAL INFORMATION:
The Office of Public Defense Services is seeking a Compliance, Audit, and Performance Manager.
The Public Defense Services Commission (PDSC) is a nine-member commission appointed by the Chief Justice of the Oregon Supreme Court that serves as the governing body for Oregon’s public defense system. The Commission provides policy direction and oversight for the administration of the system. As required by ORS 151.216(1)(b), the Commission oversees the Office of Public Defense Services (OPDS) that serves as the administrative agency responsible for carrying out the Commission’s directives and other statutorily defined duties. The legal services provided by OPDS represent an essential component of Oregon’s public safety system.
The mission of OPDS is to establish and maintain a public defense system that ensures the provision of public defense services consistent with the Oregon Constitution, the United States Constitution and Oregon and national standards of justice.
OPDS employs 113 staff. The office includes the Executive Division, Trial Division, the Compliance, Audit, and Performance Division (CAP), the Appellate Division (AD), and the Administrative Services Division. The agency negotiates contracts with trial level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the agency include, Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development.
DUTIES AND RESPONSIBILITIES:
Planning, Development, and Implementation:

Adapts the Commission’s living short- and long-term plans for the compliance, audit, and performance function within the agency, which involves the monitoring and evaluation of public defense services to support quality public defense practices and support legislative funding of the public defense delivery system.

Help define how this function shall collaborate and interact with all other areas of the agency to gather, collect, and evaluate information to evaluate public defense delivery system outcomes (including client perception outcomes) that will inform agency direction and policies to support quality public defense practices.

Develop and recommend strategies for improving public defense practices in support of strategic and legislative expectations. Consult and collaborate with other national and state leaders, and other state agencies on best practices regarding the collection, analysis, and reporting of data for purposes of monitoring and evaluation of quality public defense services, including process outcomes and client case and perception outcomes.

Develop and recommend appropriate infrastructure needs to support the role of the division for implementation of approved strategies.

Develops regular reports to management, the Public Defense Services Commission, and the Legislature.

Lead implementation of adopted plans and strategies and provide supervision and oversight of the section as it expands.

Participate in workgroups and collaborate with key stakeholders, including public defense service providers and public defense clients, regarding the goals for program monitoring and evaluation and the collection, analysis, and reporting of public defense service delivery outcomes.
Reporting:

Works collaboratively with all areas of the agency in the development and maintenance of performance measures, including Key Performance Measures and supporting internal Key Performance Indicators. Responsible for gathering data and information to develop reports for management, the Public Defense Services Commission, the Legislature and other interested parties.

Partners with other agencies to discuss best practices and incorporate data sets that support the agency reporting.

Minimum qualifications:
The agency is seeking a candidate with extensive experience is development of a new section in the agency. This candidate may be qualified for a variety of different classifications. General Counsel:
Education:
Graduation from an accredited law school AND member of the Oregon State Bar.
AND
Experience:
Eight (8) years fulltime experience in criminal law practice, juvenile dependency practice, or civil commitment law
Manager 4:
Education:
Bachelor’s degree in court administration, management, business or public administration, or a closely related field.
AND
Experience:
Six (6) years of recent experience managing, directly or through lead workers or lower-level supervisors or managers, staff performing a wide variety of clerical, administrative, analytical, technical, or professional-level duties. The management experience must include most or all of the following:

developing and implementing policies and procedures,
-
hiring staff,
-
assigning and reviewing work,
-
evaluating performance,
-
responding to staff concerns,
-
handling disciplinary actions,
-
managing or overseeing organizational development,
-
developing and managing budgets, and
-
establishing short- and long-range goals and objectives.

Any combination of education and experience equivalent to ten (10) years of experience that typically supports the knowledge, skills, and abilities for the position.
Note: An advanced degree in management, business or public administration, or a closely related field may substitute for some of the required work experience.

AND
Experience:

SALARY AND BENEFITS:
Monthly Salary Ranges:
General Counsel: $10,642.00 to $15,718.00
Manager 4: $10,132.00 to $14,969.00
Manager 3: $7937.00 to 11,728.00
Manager 2: $6858.00 to 10,132.00
Existing state employees eligible for the Public Employee Retirement, will receive a 6.95% increase over and above the salary range listed above. 6% of that increase will be automatically contributed to the employee’s retirement account.
Applicants new to state government will become eligible for retirement contributions after six months state service.
