SENIOR CAPITAL ANALYST POSITION PROFILE
The City of Pearland offers a rewarding opportunity for a dynamic and enthusiastic Senior Capital Analyst to provide technical and strategic support to the Director of Finance and Budget Officer, which includes but is not limited to leading the preparation and administration of the capital improvement plan financials, long-range financial plan, and capital related debt issuances.
ABOUT THE POSITION
Develops the Capital Improvement Program including collaborating with departments, researching and implementing best practices, compiling data into reports, and identifying funding sources such as cash funding, General Obligation debt, Certificates of Obligation, Revenue Bonds, impact fees, etc.
Reviews department line item allocations for reasonableness and accuracy with budgeted funding and consistency with chart of accounts; reviews expenditures of departments to ensure compliance with budget and to analyze trends affecting budget needs.
Analyzes data and prepares revenue and expenditure multi-year forecasts. Will regularly provide data through the city's open data efforts to improve CIP transparency. Trains others on CIP best practices, creates and maintains SOPs, and develops financial CIP knowledge in staff throughout the organization.
Additionally, you will assist in preparing the budget based on organizations performance, estimated revenue, expense reports and past budget numbers; reviews department mid-year projections for reasonableness and accuracy, recommends additional budget allocations in the Enterprise Fund(s).

The successful candidate will have excellent communication skills and be able to interact effectively and courteously with residents, management staff, and other employees both verbally and in writing. The ability to deliver a high level of customer service in assisting and following up with citizen concerns is highly desired.
The ideal Senior Capital Analyst will be an important contributor in meeting the City's performance goals and plans by taking personal responsibility for overall team results and be able to take the initiative to see projects through to completion.
Regular and timely attendance, flexibility and a willingness to perform other assigned duties necessary for success of the organization is essential.
EDUCATION AND EXPERIENCE
The chosen candidate will have a Bachelor's degree in Finance, Public Administration or a related field, with two to three years of experience working for a municipality in an entry-level generalist management position. Any equivalent combination of education and experience which provides requisite knowledge, skills, and abilities, necessary to success will be considered.
