Assistant Directors have responsibility for projects, functions or processes within a department. These positions may recommend strategy and provide professional support to Directors and may have the authority to act on the Director's behalf. Assistant Directors typically supervise other staff but do not generally control the allocation of fiscal or human resources.
The Center for Global Health (CGH) has an opportunity for a full-time Exempt Professional Assistant Director of Business Services. The Assistant Director is an integral member of the Center and a part of the Center’s Management Team. It works directly with the Director of the Center for Global Health (CGH), to administer all operational aspects of the CGH that includes the primary responsibility for the development and management of the budget and financials, Human Resources, HCM and funding. It will be responsible for the day-to-day management Center administrative areas oversight of procurement and purchasing, and plays a major role in proactively anticipating issues/problems, suggesting a range of options with an analysis of advantages and disadvantages to assist the Director with recommended solutions.

Examples of Work Performed
This position requires a large degree of independent action. This position is charged with all budgetary and fiscal management including pre and post grant award budget preparation and monitoring, ensuring all activities and operations fall within the monetary guides set forth. Work with the Center Director to establish these guides and budgets. Position is charged with maintaining that all personnel policies are adhered to, as well as hiring, pay procedures, space and operational procedures and serves as the liaison between the Center and international projects, various entities on all UC campuses and in the community. Specific duties include.
- Oversee and direct all program fiscal, human resources, administrative, and operational activities for the Center.
- Provide financial oversight, controls, procedures, and practices for the development, implementation, and management of operational budgets, grants and contracts, endowments, and philanthropic gift consistent with internal and external compliance and in support of the Center’s mission.
- Manage the monthly and fiscal year-end close processes, produce monthly budget performance reports, and analyze financial performance.
- Advise Director and CGH Executive Committee on operational matters and implement the decisions made by the Executive Committee regarding these matters. Coordinate strategic planning activities for administrative, developmental and research activities.
- Interpret financial statements; resolve questions on programs and interpret new policies/procedures; assist with and monitor reconciliation of accounts/statements/reports.
- Ensure compliance with compensation models, practices, regulations, and policies.
- Oversees human resources activities, including but not limited to, compensation, benefits, and leave; disciplinary matters, disputes, and investigations; recruitment, onboarding, ePERS certifications, Payroll Expense Transfers (PETs), biweekly/monthly time collection; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Work closely with CSPH, Department of Pediatrics, Employee Services, Finance Office, Procurement Office, Office of International Affairs, Grants and Contracts, School of Medicine, and others internal, external, and international entities.
- Oversee institute daily activities, including but not limited to, purchasing; accounting; personnel oversight; badge access; facilities maintenance; space inventory; ordering supplies, food, services, equipment; and management of memorandum of understanding (MOU) agreements.
- Manage the Center lease agreement and payments via the UCD Office of Space and Asset management and the CSPH.
- Supervise staff: program coordinator, grant manager, assistant, student workers, interns, and volunteers.
- Ensure consistent communication and coordination of research activities and develop recommendations for issues across the CGH research projects around the globe.
- Serve as a member of the CSPH Administrator’s Committee to represent the CGH concerns.
- Assist the Center Director and Faculty with preparation of new and renewal applications for CGH grants, WHO collaborating center annual reports and renewals, agreements and subcontracts and memorandums of understanding with international collaborators.
- Develop and sustain standardized travel procedures across the projects in their international travel ensuring they are in compliance with UCD policies and procedures.
- Coordinate, facilitate, and manage Center’s education programs; annual 2-week global health and disasters course; helping babies breathe/essential newborn care training; helping mothers survive training; global health lecture series; global health scholarship awards; global health fair; future educational events and courses.
- Responsible for the Center Website and all publications, official communications and marketing related to the Center. Orchestrates the Center newsletter.

Minimum Requirements
- A bachelor’s degree in business, business administration, or a directly related field from an accredited institution.
- A minimum of 4 years of professional experience in business administration or related field.
- Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis.
- The position requires extensive, diverse and progressively responsible experience at the management level, including direct responsibility for managing an executive office, managing staff and effectively overseeing complex tasks.
Preferred Qualifications
- MBA in relative field or equivalent degree
- Progressive professional level management experience within a complex health related research setting with a preference for an environment like that in the Health Sciences Center.

Salary and Benefits:
The salary for this 100% full-time position has been established at $80,000 - $90,000.
The above salary range (or hiring range) represents the University’s good faith and reasonable estimate of the compensation at the time of posting. The salary for the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, career field, education, and area of expertise.
