Job Summary

The Central Texas Area Director is a startup function of opening a new office. Many responsibilities will be multifaceted from routine tasks to high level management. Responsible for the development of families and marketing community awareness of the agency and the programs offered. Responsible for the daily operation of client case management including: supervision of Case Management Supervisors and Case Managers. This will include monitoring the development of families and successes of children in care, offering support, guidance, and training for staff and foster/adoptive parents.

General Responsibilities

  • Market to various community groups to promote the ministry of foster care and adoption.
  • Responsible for the growth and development of families within area served.
  • Develop relationships with licensed and prospective families.
  • Develop a team of professionals as defined by Minimum Standards to include Case Managers and Case Management Supervisors as the work matures.
  • Responsible for overall personnel matters, including hiring, assigning duties, training, supervision, evaluation of employees, and terminations. Manage personnel matters according to policies.
  • Must understand the basic tasks for Case Management and Supervisory work.
  • Oversee budget for service area programs.
  • Understand and assure that policies and processes are aligned with all Contracts and Minimum Standards for Child Placing Agencies, applicable rules of Chapter 42 of the Human Resources Code, Chapter 745 relating to licensing, and other applicable laws.
  • Oversee Quality Improvement activities including chart audits and process improvement initiatives including implementation of KPIs and action plans for service area programs.
  • Be available on-call after hours on a rotating basis for serious clinical issues to assist in development of a plan. Respond immediately to calls received on cellular phone.
  • Review all Serious Incidents Reports and reported abuse/neglect allegations. Direct Case Manager in appropriate course of action checking for accuracy and closure of issues. Notify Director immediately of any issues.
  • Assist Intake Department with securing placements.
  • Assure timely submission of leveling documents for YFT.
  • Complete, or train staff to complete, internal investigations as needed or directed.
  • Complete and report documentation timely and accurately.
  • Open and process mail / e-mail daily in a timely manner.
  • Answer phone and respond to voice mails within one business day.
  • Represent Covenant Kids in the community by attending committee meetings as scheduled.
  • Maintain confidentiality as required by government law and regulations, as well as maintain compliance with all Covenant Kids policies, procedures, and state and federal laws.
  • Maintain high standards of professional, technical, personal conduct and competence for subordinate personnel.
  • Perform all other duties and tasks as requested.

Qualifications

  • Requires basic understanding of a specialized area within a comprehensive field of knowledge normally acquired through four years of high school, Masters degree from an accredited college or university, and a minimum of three years experience in management of a Child Placement Agency preferred.
  • Eligible to act as Child Placement Management Staff and have an Administrators License.
  • Work deals mostly with areas such as preparing and reading data and figures and visual inspection involving small details. Visual work is primarily close to the observer. Depth perception and field of vision (peripheral) are important but not as critical as the ability to distinguish small details and markings very near to the observer.
  • Ability to speak clearly and make self-understood in face-to-face interaction; to articulate with extreme accuracy and precision to give directions, speak on the phone in a professional and effective manner.
  • Ability to receive verbal instructions accurately with some background noise.
  • Ability to recognize differences in sound, such as voices/noises that are loud and playful instead of angry and combative; and ability to differentiate tones and volumes in conversations.
  • Ability to motivate people; ability to develop and exercise good supervisory skills.
  • Ability to be on-call as necessary and respond immediately to on call pager or phone.
  • Ability to handle multiple tasks; self-starter; energetic; detail oriented, with excellent organizational skills.
  • Ability to communicate effectively both orally and in writing.
  • Ability to deal with a variety of adults and children with a range of personalities and problems; maintain confidentiality.
  • Personality attuned to the requirements of meeting needs of clients and ability to establish and maintain effective working relationships with other employees and the public.
  • Good character, personal attributes and mannerisms to be a good adult role model for clients and their families, and as a professional for staff under supervision.
  • Ability work effectively under stress and remain flexible in changing situations.
  • Ability to concentrate on moderate to fine detail with some interruption; ability to attend to tasks and functions for more than 60 minutes at a time.
  • Ability to understand and relate to multiple ideas and the concepts/theories behind the ideas; ability to remember multiple verbal and written tasks/assignments over several days and occasionally up to several months.
  • Proficient knowledge of computer software necessary such as word processing, email, spreadsheets, and database is required.
  • Perform the physical demands of the position
    • Ability to use up to 100 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 10 pounds of force continuously to move objects and/or people;
    • Ability to walk frequently; stand or sit for prolonged periods of time; squat occasionally, climb stairs infrequently, and kneel and twist as needed.
    • Ability to perform moderately difficult manipulation such as writing, typing, foot and hand-eye coordination required.
