ROLE OVERVIEW

The Apartment Projects/Certification Specialist provides quality services within the operations of the Apartment Management office and provides support in the development, implementation, processing, and monitoring of reports, financial information and projects. The Apartment Management office oversees operations of apartments in South Dakota and Wyoming.

MINIMUM QUALIFICATIONS

Education/Experience: High school diploma or equivalent is required. Twelve month of on-the-job training to learn procedures and apartment operations.

Technical Skills: Advanced computer skills, time management, organizational and prioritization abilities. Work requires use of decimals, fractions, percentages, the ability to understand complicated verbal and written instructions, and proper grammatical sentence structuring.

Other qualifications/certificate/license: Certified or willing to be certified in Rural Development guidelines for Elderly Housing projects, Low Income Housing Tax Credit certification (Spectrum Reporting) and HUD certification. Current valid South Dakota driver's license.

PC Competencies: Advanced Computer Skills for Microsoft Office Applications including email. Willing to learn & become efficient in company software programs.

DECISION MAKING LATITUDE

The Apartment Project/Certification Specialist works within established office routines and follows Rural Development and HUD Guidelines, etc. Works independently and the work performed is not always routine.

ESSENTIAL FUNCTIONS

Exhibits behaviors that are consistent with the Mission, Philosophy, and Values of Evergreen Management Service, Inc.

Assists in maintaining an up-to-date computer-generated Tenant Wait List that includes:

Monitors all rental assistance usage for each building and transfers rental assistance when needed for another project by obtaining prior approval from Rural Development.

Reviews completed prospective tenant applications for eligibility. Prepares tenant move-in paperwork for Ponderosa Apartments/Gillette Apartments and PMM (lease, rules, pet policy & etc.) generated from Tenant Wait Listings using Rural Development guidelines. Understands and keeps personal accreditation current with Rural Development & attends scheduled training.
Annually updates the Affirmative Fair Housing Plan for Rural Development for rent increases.

Notifies tenants of rent increase and if /when a Rural Development Inspection will take place.

Updates all tenant files affected by a rent increase and mails each tenant a lease addendum to sign.

Assists in processing Tenant Move Out calculations/refunds.

Contact person for the following Funding Sources and assists in apartment budgeting process:

Rural Development for tenant questions, inspections & monthly processing of Rental Assistance/Loan worksheets.

Housing and Urban Development for monthly payment from HUD and annual inspections.

Wyoming Community Development (WCDA) for Parkview tenant issues.

Lawrence/Meade/Butte County Housing as other subsidies for tenants South Dakota Housing Authority to ensure monthly payment for HUD and for annual inspections.

Receptionist Tasks:

Greets the pubic/tenants in a friendly-professional manner

Answers phone and fields questions from tenants and public

Prepares maintenance work orders from tenants and staff

Collects and receipts tenant rent as needed

Proficient in operating the front office cash register & Pitney Bowes Postage Machine

Maintains an up-to-date filing system, shreds any confidential-outdated or unnecessary documents immediately

Submits monthly project changes (tenant annual re-certifications to the USDA Rural Development website, MINC and HUD website called TRACS, vacates & move-ins, modifications). This ensures each project loan is processed according to the loan requirements.

EIV User/Coordinator (ensures compliance is met for monthly, quarterly reports for the Master EIV File and Tenant Files)

Proficient in System Software and ensures data is up to date per Project

Annually provides/shares any new documentation as indicated by Multi Family Housing for Compliance issues to apartment staff.

In addition to the responsibilities described above, the role may include other responsibilities and duties as assigned on occasion, based upon Evergreen Management Services, Inc. needs or requirements.

WORKING ENVIRONMENT

Material and Equipment Used: Telephone, copier, postage meter, calculator, advanced computer software. Rural Development & HUD Handbooks for Elderly Housing guidelines.

This is an entry level position, perspective employee should have but not required previous USDA/HUD experience. A small company with big goals we go the extra mile for our employees!
