CHIEF FINANCIAL OFFICER
Council on Aging of Southwestern Ohio (COA) is a nonprofit organization dedicated to enhancing quality of life for older adults, people with disabilities, their families and caregivers. We promote choice, independence, dignity and well-being through a range of services that help people remain in their homes for as long as possible.
COA is a state-designated Area Agency on Aging, serving a 5-county region. One call to COA links people to the wide variety of agencies, information and programs that serve older adults and people with disabilities.
COA has more than 300 employees, close to 300 contracted providers, and an annual budget of $95 million.

Position Description (Full job description available upon request) :
To develop and implement financial strategies that are consistent with COA’s mission, vision and core values. Proactively identify, facilitate and support financial strategies that ensure the financial health, viability and integrity of COA. The primary function of the position is to oversee all aspects of COA financial operations ensuring the fiscal integrity of the organization.
Essential Job Functions:
  • Serves as a key member of the senior management team to drive business strategies and objectives and to ensure the appropriate utilization of financial resources in overall strategy achievement.
  • Implements strategic plan initiatives, either directly or indirectly, within parameters of the strategic plan ensuring compliance with all financial protocols.
  • Develops and maintains operating budget for COA. Ensures compliance with operating budget by monitoring appropriation levels, conducting financial projections, and monitoring allocations.
  • Performs financial planning activities and prepares accurate reports detailing financial projections/trends.
  • Ensures compliance with all funding requirements and ensures accurate reporting/projections for funds on three different fiscal year reporting periods.
  • Analyzes complex healthcare contracts and develops financial systems (billing, projections, claims resolution etc.) to ensure revenues are maximized.
  • Oversees preparation of financial reports for the Chief Executive Officer, Board of Trustees, and government agencies.
  • Provides Chief Executive Officer and other Senior Management team members with financial information as requested and/or required to make programmatic and other operational decisions.
  • Serves as the primary point of contact for all auditors and government regulatory staff/agencies.
  • Overall responsibility for accounting operations and staff.
  • Oversees the development of the annual audit plan to make sure all required funder audits are performed.
  • Ensures that all contract terms are met with organizations from which COA receives funding (Board of County Commissioner contracts, ODA 2/3 party agreements, etc.).
  • Ensures the timely development and coordination of all invitation to bid, request for proposal and/or request for qualifications processes ensuring that all regulations pertaining to funding sources involved, applicable laws, rules and regulations are considered.
Qualification Requirements:
  • Bachelor’s Degree in Finance, Accounting or related Business discipline. Graduate degree/CPA preferred.
  • Must have five to ten years of senior-level experience in accounting in a non-profit, government or healthcare organization. Experience with Medicaid desirable.
  • Thorough knowledge of financial, auditing, accounting, procurement and contracting functions.
  • Must demonstrate critical thinking skills.
Salary: Starting at $135,000. Pay based upon experience and education.
