Duties

The Washington Criminal I Section responsible for conducting criminal investigations and litigation in conjunction with the Washington Criminal II Section and the Division's offices in Chicago, New York, and San Francisco. The section handles criminal investigations in a wide range of industries.. As Chief of the Washington Criminal I Section, responsibilities include:

  • Assigning matters and/or cases, to members of the Washington Criminal I Section's legal staff on the basis of difficulty, importance of the cases and the amount and nature of experience of the attorneys.
  • Representing the Department in interagency groups and regulatory proceedings.
  • Serving as an expert consultant to members of the legal staff and to superiors on antitrust laws, regulatory agencies, industries, and industry practices, as appropriate.
  • Participating in conferences with top officials in the Division and presenting opinions and advice as to the position to be taken by the Division and the Department in antitrust matters coming within the Washington Criminal I Section's jurisdiction.
  • Planning investigation and litigation strategy with the staff and, if necessary, must be prepared to take over the trial of cases in the courtroom, handle arguments of major issues, or negotiate with defense counsel.
  • Managing all basic planning involved in handling the cases and matters assigned to the office. Reviewing all memoranda, reports, and correspondence prepared by staff members for technical accuracy, completeness, and soundness.
  • Recommending appellate action where adverse decisions have been made in district courts.
  • Initiating the investigation of all antitrust violations arising in the areas within the jurisdiction of the office.
  • May be called upon to be responsible for conducting major antitrust cases of nationwide importance and leading a team composed of a number of other attorneys and paralegals.
  • Performing other duties as assigned.

  • Possess a J.D. degree from a law school accredited by the American Bar Association;
  • Be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia; and

Qualifications

You will be evaluated on all of the following Mandatory Technical Qualifications (MTQs): Your responses to the MTQs should be submitted in one document that includes separate narrative statements addressing each of the 3 MTQs (NOT TO EXCEED 2 PAGES PER MTQ, 6 PAGES TOTAL).

MTQ1: Legal experience involving antitrust enforcement cases at the national or international level.

MTQ2: Experience developing and implementing policy on issues of complex criminal antitrust enforcement.

MTQ3: Demonstrated knowledge and experience serving as an executive authority in interacting with foreign competition agencies and Federal regulatory and investigative agencies (e.g., example, training, teaching, consulting or publishing about federal regulatory and investigative agencies, or worked as a lead attorney for a Federal or state antitrust agency).

The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career Senior Executive employee (Title V) must be approved by the Office of Personnel Management (OPM) before appointment. In addition, individuals entering the Senior Executive Service (SES) for the first time are subject to a one-year probationary period. Applicants who have completed the Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application.

In addition, you will also be evaluated on all of the following ECQs: Your responses to the ECQs should be submitted in one document that includes separate narrative statements addressing each of the 5 ECQs (NOT TO EXCEED 2 PAGES PER ECQ, 10 PAGES TOTAL).

ECQ1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
