Job description
This position conducts monitoring and programmatic oversight of the Texas Unaccompanied Refugee Minor (URM) Program sub-recipients to ensure benefits and services are being provided in compliance with federal and state child welfare and licensing laws and regulations and policy guidelines for URM Programs. This responsibility includes serving as the lead to carry out the core functions of oversight, and data management (tracking, analysis and dissemination) and all aspects of data collection and reporting to ensure effective state administration and compliance with all federal data reporting requirements. Serves as the primary liaison with the U.S. Department of Health and Human Services, Office of Refugee Resettlement (HHS/ORR), for all data related inquires and reporting in the RADS database system This position provides case consultation, capacity development, training, and consultation on programmatic and systemic trends and issues for a portfolio of URM Programs, the federal government and other stakeholders. Contributes to the Bishops’ strategic plan for the Conference. Demonstrates willingness and ability to understand, respect and contribute to the USCCB mission and to fulfill job duties in accordance with its Catholic identity.
Education Level: Master’s Degree Major Field/Specialty: Social Work, Child Welfare, Foster Care, Case Management, Mental Health, Juvenile Justice or related field preferred; a minimum of 3 years related expertise or in depth field knowledge may be considered in lieu of specific degree requirements
Other Specialized Training: (i.e. word processing, personal computer, knowledge of Catholic Church, etc.)
Knowledge of child welfare principles/standards, practices and systems (i.e. foster care, child protective services, basic child placing agency licensing and placement procedures)
- Exceptional data management and analysis skills
- Excellent organizational skills
- Experience with program administration and program monitoring
- Excellent oral and written communication skills
- Experience with development of policies and procedures
- Delivery of technical assistance and training
- Negotiation skills
- International child migration, including issues related to children in immigration proceedings, victims of trafficking and refugees
- Professional case management skills, including case note documentation
- Knowledge of grants and cooperative agreements
- Knowledge and application of child welfare principles, practices and systems
- Ability to maintain effective external agency leadership partnerships
- Ability to analyze data
- Knowledge and understanding of Catholic Church structure and teachings
- Excellent networking skills
