City Administrator

Dept/Div: Administration FLSA Status: Exempt

General Definition of Work

Performs complex executive work overseeing the daily administration and coordination of all City affairs in accordance with the City Code, ordinances, resolutions, and directives from the City Council, maintaining the fiscal records of the City, facilitating computerized accounting and payroll systems and processes, entering disbursements and balancing and reconciling monthly statements, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the City Council. Organizational supervision is exercised over all personnel within the organization.

Essential Functions

Directs and performs the day-to-day supervision and control of the administrative affairs of the City.

Compiles and prepares all necessary data and information to aid the City Council in making decisions; assists the City Council in the coordination, administration and implementation of decisions in regard to requests and problems of municipal concerns; researches and assists the City Council in developing and recommending solutions thereto; coordinates efforts through directives to other departments, other agencies and the general public.

Coordinates the enforcement of all laws of the State of Minnesota, City Ordinances and resolutions in cooperation with the City’s designated law enforcement official, and other appropriate department heads of the City.

Advises and reports to the City Council when requested on matters of governmental and public policy; informs Council of administrative best practices.

Processes bi-weekly payroll for City employees and pays Council members and other City service workers according to a fixed schedule; facilitates payment for City contracted workers; processes, records and tracks employee hours worked, vacation, and sick leave; files monthly, quarterly and annual reports including W-2’s and 1099’s.

Maintains a computerized bookkeeping system including receipt and expense tracking; reconciles bank statements; maintains monthly financial statements including the balance sheet, check register, receipt journal, payment journal and general journal; generates other reports as needed.

Works with department heads to prepare and recommend to the City Council a single consolidated budget including projected and proposed revenue and expenses for the forthcoming fiscal year.

Administers capital improvement projects in coordination with department heads.

Works with department heads to establish and implement administrative policies and procedures that ensure the proper and efficient operation of all departments and divisions of the City.

Reviews license and permit applications and consults with department heads to issue recommendations to the City Council with regard to approval.

Stays abreast of developments in public administration and cooperates with governmental units and municipalities on matters of mutual interest.

Supervises and manages the conduct of local elections in accordance with prescribed laws and regulations.

Performs economic development and grant writing activities as assigned by the City Council.

Attends professional development conferences and seminars to remain informed of government and business best practices.

Oversees human resource functions for the City and develops and implements personnel policies; informs and advises the City Council regarding all significant personnel issues; works with department heads to recruit, interview and hire regular full-time employees; trains and provides development opportunities for employees; makes recommendations to the City Council for employee promotion, demotion, suspension or termination.

Exercises control over the fiscal expenditures of all departments and divisions of the City; refers purchasing exceptions to the Council for approval.

Attends and participates in discussions at City Council meetings and associated events; represents the City at official functions; maintains good public relations with the citizens of the community.

Secretary/Treasurer of the Clarkfield Economic Development Authority.

Performs other duties as assigned.

Knowledge, Skills and Abilities

Comprehensive knowledge of the principles and practices of public administration; thorough knowledge of municipal finance practices; comprehensive knowledge of the laws, ordinances and regulations underlying a municipal corporation; general knowledge of standard office software and equipment including applicable hardware and software; ability to write clear and concise reports, memoranda, directives and letters; ability to analyze complex problems and develop comprehensive plans from general instructions; ability to meet the public and to discuss problems and complaints; ability to plan and direct the work of operating departments; ability to establish and maintain effective working relationships with department heads, City Council and the general public.

Education and Experience

Bachelor's degree with coursework in public administration, accounting or business, or related field and moderate experience in a public administration leadership capacity, or equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

Valid driver's license.

Job Type: Full-time

Pay: $56,000.00 - $74,500.00 per year
