This position is in the District Department of Transportation (DDOT), Project Delivery Administration (PDA), Infrastructure Project Management Division (IPMD). The incumbent manages the design, delivery and completion of complex projects which typically require the knowledge of the physical sciences, mathematics underlying engineering, and specialized knowledge of mechanics of solids, particularly of soils, hydraulics, theory of structure, strength of materials, engineering geology, and/or surveying. Incumbent serves as a technical authority and project team leader in the coordination and management of multiple professional civil engineering assignments.
Duties and Responsibilities
The incumbent manage design and construction projects, serves as an advisor to management in the decision-making process concerning difficult, advanced, and critical civil and construction engineering matters. Participates, in the development of scope, design and construction cost estimates, project scheduling, goal setting, budget processes for multi-year and long and short-range work plans for a diverse array of projects. Performs advanced professional civil engineering assignments, manages design consultants, manages construction contract and contractors, delivery and completion of difficult, critical and/or costly construction projects. Performs individually or as a team leader, projects typically requiring the knowledge of the physical sciences, mathematics underlying engineering, construction management and specialized knowledge of civil engineering, particularly of roadway design and construction, soils, hydraulics, theory of structure, strength of materials, engineering geology, and/or surveying. Acts as a technical authority, representing the assigned organization when communicating with those involved in the engineering activities for which incumbent has responsibility. Participates in the oversight and inspection of construction contractors who are engaged in completing projects. Prepares and maintains comprehensive project plans and schedules in line with standard capital improvement methods, practices and processes.
The incumbent coordinates and/or conducts research of such factors as: the development of structural design criteria for a variety of materials such as steel and reinforced concrete ; the detection and measurement of altered structural concrete and steel members that have been subjected to deterioration, fracture, fatigue, differential settlement cracking, and vibration; the development of formulas and methods to be used in investigating and analyzing older structures for structural adequacy. Coordinates, to negotiate differences, to obtain cooperation in carrying out investigations, to obtain clearances, and develop solutions to complex, critical and/or advanced technical engineering problems. Performs program development functions, related to the planning, designing, constructing, and/or maintenance of structures and facilities that provide i.e., shelter, support transportation systems, control natural resources. Investigation, measurement, survey and mapping of the earth’s physical features and phenomena. Reviews proposed construction project plans and specifications prior to contract advertisement to determine overall feasibility.
Qualifications and Education
Bachelor's degree in Engineering from an accredited college or university accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum required.

Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Permit issuance for a local municipality or related field and applied knowledge of the regulations that govern public space outlined under DCMR Title 24 and DDOT’s role in permit issuance in the District of Columbia. General knowledge of pedestrian and traffic safety, engineering concepts and street construction projects is highly preferred.
Licenses and Certifications
A Professional Engineer (PE) license is preferred.
Must possess and maintain a valid driver's license.
Work Environment
The majority of the work is in an office setting; however, during field visits the incumbent must be able to move around construction sites, involving horizontal and vertical travel on unfinished surfaces, inclement weather conditions, and noisy work areas.

Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFGE Local 2978 and you may be required to pay an agency service fee (dues) through direct payroll deduction.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
