Job Summary

One of the City of Bellevue’s core values is stewardship, and the city has recently committed to accelerating the implementation of its Environmental Stewardship Sustainable Bellevue Plan by growing the city’s sustainability team. The recently created Climate and Energy Program Manager will provide leadership for Bellevue’s various climate and energy programs, projects, and policy issues. Greenhouse gas emissions from the built environment account for about 50% of Bellevue’s emissions, and this role will be critical in developing and managing efforts to decarbonize the building sector in Bellevue and advance vehicle electrification efforts.

This is a key role in helping to accelerate climate action in Bellevue through building decarbonization and vehicle electrification to support the achievement of Bellevue’s environmental stewardship goals.

Essential Duties and Responsibilities

  • Manage the Clean Buildings Incentive program, including the program budget, grant funding, consultants, and program partners.
  • Provide support energy efficiency retrofits through the Energy Smart Eastside program for affordable multi-family housing properties in Bellevue.
  • Provide oversight and supervision for a new Climate and e-Mobility Program Coordinator position.
  • Develop programming and support outreach and engagement around the Inflation Reduction Act incentives for residents and businesses to improve energy efficiency.
  • Collaborate with other sustainability team members, along with community development department staff in planning, economic development, neighborhood services, and other city departments.
  • Develop key performance indicators and analyze the impact of various programs and polices in helping to reduce greenhouse gas emissions.
  • Identify and act on opportunities for new or improved projects, programs, tools, and partnerships to advance the implementation of the Sustainable Bellevue plan.
  • Identify and apply for grants to support the plan implementation.
  • Provide oversight for the development of an EV Roadmap, to help guide and prioritize EV charging infrastructure investments and other strategies to support vehicle electrification.
  • Provider leadership and guidance to the sustainability team in applying an equity lens to all projects and programs.
  • Develop recommendations for use of the city’s Energy Efficiency and Conservation Block Grant formula funding through the Inflation Reduction Act, and manage resulting programs
  • Monitor federal and state legislation and incentives for energy efficiency and heat pumps and identify opportunities which support the program or provide additional funding.
  • Use an equity lens to identify opportunities to improve the program and reach communities of color, low and moderate income, renters, and non-English speaking.

Qualifications

  • Knowledge of local sustainability and climate action planning and implementation best practices.
  • Experience leading complex planning projects involving external stakeholders, including developing scopes of work, overseeing consultant work, facilitating meetings, and developing recommendations.
  • Knowledge of building energy management and energy retrofit strategies for commercial and multi-family buildings.
  • Expertise in building energy management, energy efficiency, electric vehicle charging infrastructure, and programs to support e-mobility solutions.
  • Exceptional communication skills with demonstrated experience engaging diverse audiences including co-workers, elected officials, and members of diverse cultural and linguistic backgrounds.
  • Knowledge of project/program management, including planning, scheduling, monitoring, and problem solving; knowledge of the methods and procedures of budget development and control.
  • Considerable knowledge of City, state and federal laws and regulation relevant to the program area as well as public sector organization and operations, such as the Inflation Reduction Act and WA State Clean Buildings Act.
  • Ability to effectively plan, assign, direct and evaluate the work of staff and consultants; ability to establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors and other City staff; ability to communicate and express ideas effectively, both orally and in writing.
  • Excellent communication skills with the ability to deliver persuasive, succinct presentations to senior management, elected officials and community groups as required.
  • Experience with grant management, including developing grant applications, managing contracts, managing grant funds and reporting, and ensuring compliance with procurement and grant requirements.
  • Skill with various software programs including Microsoft Office, Salesforce, Mailchimp, and Survey Monkey, among others.
EDUCATION AND EXPERIENCE
  • Graduation from an accredited four-year college or university with a degree in urban planning, environmental studies, architecture, engineering, public policy or equivalent, or a combination of similar experience and education.
  • Master's Degree preferred.
  • Five or more years of progressively responsible experience in environmental program development and management, in a related field.

The Community Development Department full-time and limited-term staff participate in a hybrid work schedule with three days a week working from Bellevue City Hall.

Limited Term Employee (LTE): A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than three consecutive years (36 months).
