JOB OPPORTUNITY
CITY OF BANGOR

POSITION: COLLECTION SYSTEM FOREMAN
DEPARTMENT: WASTEWATER TREATMENT PLANT
DIVISION: SEWER MAINTENANCE
JOB CATEGORY: WQ 8
Incumbent serves as a Collection System Foreman for the wastewater collection system with responsibility for supervising and directing staff assignments and performance of routine and preventive maintenance duties.

DUTIES:

  • Plans and assigns manpower and material resources on a daily basis, and monitors employee performance to ensure proper completion and compliance with instructions. Coordinates with other departments to plan and executes tasks necessary to meet compliance deadlines of the City’s EPA consent decree and other City priorities.
  • Seeks resources and schedules training of new staff.
  • Supervises and assist in performing various collection system projects, including but not limited to manhole repairs, flushing and CCTV, repairing sewer lines and inspection of all new private sewer line connections and lateral service repairs.
  • Coordinates sewer repairs, maintenance and preparation in advance of the Public Works paving list.
  • Supervises and assists in performing regular inspection and maintenance of department equipment and vehicles to ensure proper fluid levels and mechanical functioning, arranges proper maintenance and repair of malfunctioning equipment. Reassigns department personnel due to equipment failures or other operational problems.
  • Coordinates sewer repairs, maintenance and preparation in advance of the Public Works paving list.
  • Arranges for transportation of proper equipment and materials to worksite and ensures proper traffic safety, placement of barricades, warning and/ or detour signs.
  • Ensures proper notification of city Public Works, Police and Fire of sewer construction and closings.
  • Assist Collection System Manager with suggestions for equipment and infrastructure needs.
  • Responds to complaints/inquiries from the public regarding sewage or drainage problems, evaluates circumstances, provides advice and reports finding to the Collection System Manager.
  • Performs related duties as assigned.

SKILLS AND KNOWLEDGE:

  • Thorough knowledge of basic operations of the department, and ability to properly supervise and direct manpower in response to Supervisor's instruction.
  • Knowledge of sewer equipment, such as CCTV video equipment, radio detection equipment, metal detector, line locator, sewer flow monitors, hydraulic flushing truck, porcupine line cleaners and atmospheric (gas) meters and pipe pressure testing equipment.
  • Thorough knowledge of state, local, and federal safety and environmental regulations, including the City’s EPA consent decree.
  • Working knowledge of current carpentry and masonry practices and procedures.
  • Ability to work from sketches, blueprints, plans; set, read and transfer construction lines and grades.
  • Ability to give meaningful instructions, and affect the proper training and structured performance management of personnel.
  • Ability to effectively respond to citizen inquiries and complaints in a courteous and tactful manner and independent decisions that may impact public health and safety.
  • Ability to maintain accurate records utilizing Microsoft access, excel, IT pipes, asset management software and GIS applications.
  • Ability to legally operate a motor vehicle. CDL license preferred or must obtained within one year of employment.
  • Collection System Certification Grade IV, PACP and MACP Certification desired or ability within 24 months of employment.
  • Ability to assume managerial functions in absence of Collection System Manager.
  • Ability to respond to 24-hour per day emergency calls.

SUPERVISORY ACCOUNTABILITY:
Incumbent performs duties which are moderately complex according to both general and specialized instructions from Collection System Manager, and is responsible for supervising various Collection System projects and personnel, and the provision of necessary technical expertise and leadership. Work is reviewed for soundness in judgment, technical accuracy, proper completion of assigned projects and compliance with directions.

SCOPE OF WORK OPERATIONS:
Incumbent maintains frequent contact with various departments and subordinate personnel, other governmental units and the general public for a variety of purposes, including giving and receiving instructions and assignments, supervising various Collection System projects and personnel, and explanation and interpretation of department policies and procedures.
Reports directly to Collection System Manager.

PHYSICAL EFFORT:
Incumbent frequently lifts manhole lids and debris of moderate to heavy weight and often works in an awkward and/or cramped position while entering and working in manholes. Physical effort is frequent and strain often prolonged.

WORKING CONDITIONS:
Incumbent performs duties both in and out of doors in varying weather conditions and is frequently exposed to sewer debris, dirt, exhaust and the possibility of noxious gases emitted from underground manholes. Safety equipment is provided and if properly used, minimizes any adverse effects and conditions. Safety precautions must be used at all times to avoid injury to self and others.

Pay range is $22.19 - $32.21 per hour (based on a 40-hour work week and level of certifications obtained) and includes a comprehensive benefits package. Some of the benefits City employees enjoy include:
