JOB DESCRIPTION

Position Title: Compliance Officer

Department: Finance and Accounting Department

Reports To: Chief Financial Officer (CFO)

FLSA Status: Exempt Status

Summary

Compliance Officer at MAOF is mainly responsible for ensuring that the company complies with all the regulatory requirements from its various funding sources as stated in the signed contracts and/or agreements. Specifically, this position will mainly focus on financial reporting requirements and processes, to see to it that financial reports submitted to the funding source and to the Program Director are complete, accurate, and timely.

Essential Functions

  • Prepare, implement, and review formal internal fiscal monitoring procedures in the areas of actual vs. budgeted performance analysis and review, time study reporting, Budget Adjustment Requests (BAR) preparation and approval, month-end closing reporting to funding source, and other procedures involving financial processes affecting programs.
  • Review and analysis of weekly and monthly projected expenses vs. budget, with consideration given to detailed historical cost analysis and planned purchases. Prepare a summary report and recommendations to the CFO, Program Director, and Vice President of Operations regarding latest projections.
  • Resolve issues with the Director of Procurement regarding bid proposals and contracts with vendors in light of funding source requirements.
  • Review and analysis of all construction and renovation projects to ensure compliance with Davis-Bacon requirements for OHS-EHS CCP grant, and LACOE-funded programs and to ensure that all required documents are on file and submitted to the funding source as required.
  • Coordinate with the Program Director to identify other detailed processes involving fiscal matters that need to be formalized and maintained at all times.
  • Regular communication with the funding source to identify areas needing further improvement in order to initiate the necessary changes to current fiscal procedures to ensure 100% compliance at all times. Provide regular feedback to the Chief Financial Officer, Program Director, and Vice President of Operations regarding concerns and other issues with corrective action plan.
  • Closely monitor major program purchase requisitions to determine if it is operationally necessary in reference to program needs and budget, its reasonableness and allocability to the program.
  • Resolve fiscal issues internally with the Program Fiscal Officer/Accountant and discuss recommendations with the Program Director, CFO, and Vice President of Operations.
  • Participate in scheduled webinars sponsored by the funding source regarding budget management and fiscal monitoring, and incorporate the new pronouncements or guidelines to MAOF’s formal program fiscal operating procedures.
  • Strengthen accounting internal controls to ensure compliance with the funding source fiscal requirements to ensure accurate general ledger coding, correct classification of expense items, accuracy of general ledger, month-end closing and fiscal year-end adjusting journal entries.
  • Implement industry best practices in effective budget management and fiscal monitoring process to MAOF ongoing programs.
  • Coordinate with the Director of Procurement regarding actual purchases vs. budget for consultants, supplies, and other major expense line items as additional information in preparing recommendation to Program Director and CFO as far as budget management and cost monitoring.
  • Reviews the monthly detailed general ledger report for the Head Start and Early Head Start programs for accuracy. Meets with the Head Start Fiscal Officer to discuss any transaction anomalies and determine adjusting journal entries to correct general ledger postings.
  • Prepare monthly report to the CFO, Program Director, and Vice President of Operations regarding overall status of fiscal operations of the program, identifying strengths and weaknesses, and recommendation for improvement and resolution of issues with the funding source.
  • Design the necessary systems and procedures and prepare written manuals to streamline fiscal operations and resolve issues between program and fiscal staff.
  • Directly supervise the Head Start Fiscal Officer and recommend areas of improvement or corrective action plan if objectives are not met every 3 months. Recommends disciplinary action for non-performance of assigned tasks and responsibilities.
  • Performs other tasks requested by the CFO in relation to contract compliance issues.
Experience and Qualifications

  • Master’s degree in Accounting or business-related field, or a Certified Public Accountant.
  • Prior experience in the area of contract compliance Head Start and Early Head Start program, highly desired.
  • Minimum 5 years prior experience in program accounting in a nonprofit setting preferred.

  • Strong communicator and capable of expressing oneself clearly both speaking and writing.
  • Possess a collaborative personality.
  • Excellent written and oral communication and organizational skills.
  • Strong computer skills, including general knowledge of Excel and Word; proficient in all other Microsoft Office applications (Outlook, etc.). Experience with computerized accounting system including purchase requisition.
  • Strong analytical and problem solving skills. Attention to details and strong organizational and leadership skills essential. Demonstrates ability to work under pressure on multiple projects with competing deadlines and to prioritize work effectively and apply a sense of urgency to projects. Must be highly motivated, able to exercise discretion and good judgment, work independently, take initiative, participate as an effective team member and follow tasks through to completion. Proven ability to develop subordinates skills and long-term needs of the business
  • Ability to deal with problematic staff and resolve issues to achieve desired results.
  • Ability to maintain cooperative, diplomatic working relationships with co-workers, supervisors, and the public; work as part of a team and collaborate with colleagues; and complete projects under tight deadlines even when there are competing requirements and changes in assignments.
Special Qualifications

  • Must have a valid California Driver’s License, have use of a motor vehicle and provide evidence of automobile liability insurance.
  • Must submit to a pre-employment physical examination and Tuberculosis (TB) clearance at the time of employment.
  • Must be fingerprinted and cleared through the Department of Justice (DOJ)

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
