Job Summary:
The Compliance Program Systems Analyst ('Systems Analyst') will report to the Chief Compliance and Privacy Officer (CCPO). The Systems Analyst will assist the CCPO and the Office of Compliance and Privacy Services Staff as a whole with proactive compliance monitoring utilizing the databases and software systems used by the Office of Compliance and Privacy Services. He/she will be responsible for the proactive compliance monitoring and will analyze data from all software systems utilized by the Office of Compliance Privacy Services to identify potential regulatory concerns. He/she will investigate compliance concerns identified, summarize findings, develop recommendations for action plans, and assist in the implementation of corrective action measures to promote and strengthen organizational compliance. The Systems Analyst must have the ability to read, comprehend regulations, and policies. He/She must also demonstrate critical thinking and problem solving skills as well as good oral and written communication skills. The Systems Analyst must have the ability to work independently. He/she will be responsible for implementing, administering, maintaining, monitoring, and reporting from databases and software systems utilized by the Office of Compliance and Privacy Services. The systems currently utilized by the Office of Compliance and Privacy Services include:
Hotline and incident reporting software, currently NAVEX
Contract manager and business courtesies, currently MediTract (Terms and Accumulator
Conflicts of Interest software, currently COISmart
CMS Open Payments database
Safety event monitoring system, currently eSafe
Exclusions checking software, currently Provider Trust
User access monitoring software, currently Protenus
Compliance Department Home Page on the EHS Intranet, currently Sharepoint
Online training system (EOL)

Experience:
Required:
Knowledge of healthcare regulations including HIPAA, Affordable Care Act, CMS Conditions of Participation and Conditions of Payment, Stark Law, Anti-Kickback Statute, False Claims Act, Civil Monetary Penalties Law
Ability to work within a high performing team
Good listening and communication skills
Investigative experience including witness interviewing and documentation of investigative and remediation activities
Good data analytics skills
Assertive, resourceful, motivated; willing to ask questions and take initiatives without direction
Ability to use various computer systems to include but not limited to the systems listed above
Experience in compliance program project management
Demonstrates appropriate sensitivity, confidentiality, tact, and judgment in complex situations and collaborate effectively to management

High School Graduate, with minimum of two years post high school education and/or three to five years of related work experience. General office practice, business communication, or comparable
Proficient knowledge of Microsoft Office applications, spreadsheet/graphics, presentation, database, and report writer software
Strong project management skills, along with the ability to take initiative and work independently
Preferred:
Bachelor's Degree from four-year college or university in computer science, information technology, or business
A minimum of 3 years of health care field with specific emphasis on health care compliance, regulatory issues, policy development, investigations and resolution of compliance concerns reported and/or identified
Certified in Healthcare Compliance ('CHC') designation, or other nationally recognized healthcare compliance certification within 12 months of start date

Department Position Summary:
Implement automated regulatory compliance monitoring activities utilizing software systems used in the Compliance Office.
Oversees access to the various computer software products utilized by the compliance office.
Conduct compliance inquiries of compliance violation complaints, and other incidents to determine if a compliance violation investigation is warranted.
Assist Director in developing and maintaining compliance assessment processes and procedures.
Assist Director with analyzing and reporting from data retained in the various software systems.
Appropriately responds in a timely manner to compliance hotline issues, reported problems, and other issues or concerns identified.
Assures investigations are completed promptly, documentation is complete, and corrective action is taken.
Maintains confidentiality to the maximum extent possible: Responsible for gathering the necessary information, and conducts appropriate research to develop a comprehensive corrective action plan.
Demonstrates positive attitude, and able to interact well and collaborate with other corporate groups (such as Legal Department and Human Resources Department).
Develop an understanding of the operations, system processes and procedures used in areas being investigated.
Analyzes information collected, conducts meetings and interviews related to the investigation, prior to drawing any conclusions.
Develop recommended corrective actions to address issues detected.
Maintains up to date information on regulatory requirements relevant to Erlanger's business operations.
Prepares written reports to summarize investigation findings, recommendations and action items required.
Develop executive summary to communicate results to responsible leadership.
Oversees follow-up of corrective actions and project closure, including escalating overdue items as necessary.
Assist in the development, revision, and maintenance of compliance policies and procedures.
Prepare clear, concise audit reports and present them logically and clearly in exit conference where appropriate.
Assist in the delivery of training on compliance specific topics.
Coordinate monthly Compliance Committee meeting packages and actions items.
Assist with existing compliance and training systems; ensuring proper training is provided to appropriate personnel and it is completed timely.
Perform any other tasks as assigned.
