Summary

This position is responsible for providing advanced and comprehensive establishment skills to both the Conference Unit, who establish Orders for the collection of child and spousal support and the Enforcement Unit, who enforces those Orders. Specifically, this position will hold Conferences, mentor & provide coverage for the unit. The specialist will use their experience in conducting support conferences to handle complex calculations, interpret complex and business tax returns; as well as interpret and train on new processes and changes in the unit. Various other establishment and enforcement duties will be assigned to this position.

This position is subject to the provisions of a collective bargaining unit agreement.

Essential Duties

  • Conduct/assist training of new Conference Officers.
  • Maintain daily logs and statistics
  • Handle unassigned caseloads
  • Cover work and conferences due to absence or vacancy in the unit
  • Conduct work and reviews always with intent of promoting the best and most efficient work plans for the unit and the department; providing education to others in tandem with unit supervisor
  • Handle and conduct conferences and at times, walk-ins
  • Assist Conference unit with backlog of mail, files, phone calls, walk-ins and questions.
  • Check Orders for accuracy before sending for signature
  • Disseminate new policies and procedures affecting the establishment of Domestic Relations orders.
  • Perform prison follow ups as well as outreach
  • Provide advanced assistance and problem solving techniques for complex case orders, accounts and special provisions on local and interstate cases.
  • Work different aspects of cases affected by Recommendation 75/lack of income or assets
  • Work PIM, Overpayment & Recovery cases pursuant to the rules affecting those cases
  • Provide backup for the Spousal Support Caseload
  • Receive assignments of new programs that develop via changes in rules & regulations (ex efiling)
  • Conduct data clean-up for accurate reporting to state and federal agencies
  • Handle special projects as assigned
  • Perform other duties, tasks and special projects, as required.

Qualifications/Preferred Skills, Knowledge & Experience

Qualifications / Requirements:
  • Bachelor’s degree or equivalent combination of education and experience.
  • Two years of job-related experience.
  • Knowledge of Federal Code of Regulations
  • Ability to conduct current guideline calculations
  • Ability to perform an establishment or modification conference within Pacses
  • Ability to analyze financials including pay stubs, tax returns ( corporate and personal)
  • Negotiation and mediation skills
  • Working knowledge of Pennsylvania rules of Civil Procedure and the ability to remain up to date on all changes.
  • Strong working knowledge of state regulations regarding child support.
  • Strong verbal and written communication skills.
  • Basic skill to use a personal computer and various software packages.
  • Strong interpersonal skills.
  • Ability to follow office protocol.
  • Ability to handle and resolve recurring problems.
  • Customer service experience.
  • Ability to work independently and proceed with objectives.
  • Ability to work as part of a team.
  • Ability to exercise sound judgement and coordinate resolutions to critical situations, under all conditions.

  • General knowledge and understanding of County of Chester policies and procedures.
Preferred Skills, Knowledge & Experience:
  • Bachelor’s degree in Social Services or a related field.
  • Seven years of Domestic Relations experience.
  • Four years court-related work experience.
  • Current working knowledge of Pennsylvania Rules of Civil Procedure.
  • Current working knowledge of Pennsylvania Child Support Guidelines.
  • Working knowledge of the Social Security Act 466.
  • Current working knowledge of Uniform Interstate Family Support Act.
  • Current working knowledge of Inter-County Family Support Act.
  • Current working knowledge of Personal Work Responsibility and Work Reconciliation Act.
  • Able to use common sense understanding to carry out instructions.
  • Strong professional ethics.
